Mr. Gary Doughry
May 9, 1994 -
Page 2
9. The City is mquiring a permanent fena to be constructed along the entire edge of the
Native Growth Protection Easement Area. Neither the Seaway Center approval conditions
nor the Master Landscaping and Vegetation Plan require a fence in this Icearion. Quadrant
dces not believe that a fence is necessary in this location as the lot layuut itself will
discourage use of this area. Moreover, fencing would be difficult to maintain in this
locadon. Quadrant requests that this condition be deleted.
11. This condidon states that bus pullouts and shelters shall be provided in an appropriate
location. It is Quadrant's contention that the Cintas project should not be subject to this
condition. The SEPA 4-91 site plan shows bus pullouts located along the frontage of Lot
2D, which is not developed at this dme. Bus service is not currently available along
Mecrill Cneek P,trkway. Cintas' level of employment dces not jusdfy development of a bus
pullout. Moreover, since there is little development in this area at present, it is uncleaz what
the appropriate location of a pullout would be. Quadrant and or future developers of I.ots
2C and 2D accept the condnuing obligadon to construct these pullouts,or an altemative
acceptable to the City,as future development occurs and as the proper lcea6on can be
identified. Quadrant requests that this condition be deleted from the final MDNS for the
Cintas Indusaial laundry.
Quadrant fully supports the locadon of Cintas Industrial I,aundry in Seaway Center. If the
City has any furth,er questions regarding these comments, please do not hesitate to call me
at(206) 646-8352.
Sincerely,
THE QUADRANT CORPORAT[ON
  1

F 1-( ,. ;
Susan G.
