3. Historic and Cultural Preservation. If any archaeological resources or human remains are found <br /> during construction, ihe project proponent shall contact the Tulalip Tribes, the City nf Everett <br /> Planning and Community Development Department, and the State Office of Archaeology and <br /> Historic Preservation. This contact will initiate a consultation process for determining subsequent <br /> actions. (SEPA Land and Shoreline Use Policies) <br /> Section 2: TRANSPORTATIUN <br /> 2.1 Threshold <br /> Any development that exceeds 30 pcak hour trips per net devclopable acre must complete additional <br /> traffic analysis. (This is 2 times the average PM peak hour trips per acre projected.) Net developable <br /> acres is the area of the site minus environmentally sensitive areas. <br /> 2.3 Mitigation Measures <br /> 1. All devel�pment must pay a fee oF$1,006.00 per PM peak hour trip to fund system-wide <br /> transportahun improvements. The traf(ic mitigatio�i fee based on $]006 per trip is$201,200 which <br /> must be paid prior to building permit issuance. <br /> 2. Unless othenvise approved by the City Traffic Engineer, each development must submit a design <br /> traffic study that analyzes access capacity, site-specific safety issues, and site-specific construction <br /> impacts. The Traffic Engineer will use this study to set the design criteria that will apply to <br /> development proposals. Improvements necessary for safe and adequate access to a site are the <br /> responsibility of the developer, induding traffic signals and roadways installed to provide dimct <br /> access to a site. Facilities such as bus stops and shelters may also bc required. Decisions by the <br /> Traffic Engineer may be appealed to the Hearing Examinec (SEPA Transportation and Land and <br /> Shoreline Use Policies) <br /> 3. Transit routes/schedules and high occupancy vchicle information must be prominently displayed <br /> for employees at on-site commute infomiation centers and near associ�n�d walkways. Preferential <br /> parking space locations for carpools and vanpools must be provided r, � all sites. Buildings must <br /> incorporate bicycle and pedestrian amenities such as lockers, show•:,r rooms, and bicycle stands. <br /> (SEPA Transporiation and Land and Shoreline Use Policies) <br /> Section 3: EARTH/GF.OLOGICALLY HAZARDOUS AREAS <br /> 3.1 Threshold <br /> All slopes that arc not designated environmentally sensitive may be modified. Major cuts and fills will <br /> likely occur to make sites suitable for development. <br /> Sites that are designated environmentally sensitive may be modified only in compliance with <br /> environmentally sensitive areas regulations. Disturbance of environmentally sensitive areas to <br /> construct necessary utilities will Ue limited to the minimum necessary for construction. <br /> 4 <br />
