Sites designated as geologically hazardous areas may be modified if approved by the Planning Director <br /> based upon review of a gcotechnical report that shows the proposal meets the criteria of Section 37 of <br /> the Zoning Code. The report must show that the modifications will not create a hazazd to the subject <br /> property or surrounding properties. <br /> The EIS does not evaluate the impacts of earth removed from the Subarea and placed on sites outside <br /> of the Subarea. Additional SEPA analysis will be required for placement of fill outside the Subarea. �I <br /> The Subarea Plan and EIS do not evaluatc the impacts of new mining activiry. Additional SEPA i <br /> review will be required for ncw mining activities. <br /> I <br /> 3.3 Mitigation Measures � <br /> Prior to Construction <br /> 1. Construction management plans must bc reviewed and approved by tltc Directors of the Planning <br /> and Community Development Department and the Engincering and Public Services Depariment <br /> prior to the issuance of pemiits allowing conswction of any facilities located within 50 feet of an <br /> environmentally sensitive area (steep slope, strcam, wedand, landslide hazard am�, etc.) and <br /> associated buffer. The construction management plan must include the following minimum <br /> measures: (SEPA Earth and Water Policies) i <br /> i <br /> a. Specific erosion controls to be implemented prior to authorizing any construction activities <br /> which will impact an environmentally sensitive area as defined by the City's environmentally � <br /> sensitive area regulations. <br /> b. For any facilities on or adjacent to erosion or landslide l:azard arcas, the construction � <br /> management plan must address all mitigation measures identificd in lhe geotechnical report <br /> approved by the Planning Director. <br /> c. Implcmentation of best management practices to control crosion both during and aftcr <br /> construction, including compliance with the City oCEverett's Design and Construction <br /> Standards and Specifications Manual and the Stormwater Management Manual. <br /> d. Construction schedule, status update reporting requirements, and contingency provisions to <br /> become effective if the schedule is not met. <br /> ( <br /> 2. The City shall require submittal of a geotechnical report when facilities arc proposed to be located ; <br /> in areas that contain potentially moisture sensitivc soils. Moisture sensitive soils may include, but <br /> are not lintited tq Tokul gravely loam, McKenna gravely silt loam, Teric Medisaprists, and <br /> Mukilteo muck. The following minitnunt mitigation requirements shall be met for all earlhwork <br /> for facilities on moisture sensitive soils unless othernise recommendcd in the geotechnical report: <br /> Limit sitc disturbancc by using trackcd cquipment, whcrc possible, �vithin the excavation area. <br /> 5 <br />
