(SEPA Plant and Animal and Land and <br /> Shoreline Use Policies) <br /> 4.3.3 Mitigating Impacts on Streams, Fish, and Fish Habitat <br /> 1. Areas with soils suitable for large scale inf;ltration should be protected. Due to the construction of <br /> new impervious surfaces, stormwater volumes will increase signi(icantly. Base flow reductions <br /> can only be mitigated by the use:�inf Itration systems for collected slormwater. Infiltrauon <br /> systems will be required wheneve. fea��ble, as determined by the Public Works Department, <br /> particularly for rooRop ronoff. This study arca, however, has few areas of soils suitable for large <br /> scale infihration. The Associated Sand and Gravcl property located south of Sievers-Duecy Blvd. is <br /> one area«�here stormwater is currently being infiltrated. Infiltration must continue to occur on that <br /> site. (SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br /> 4.3.5 Mitigating Impacts of Development on Water Quaiity and Groundwater <br /> 1. Developments with hazardous materials on-site, including fuel tanks, must comply with all <br /> applicable locai, state and federal requirements. All developments using toxic or hazardous <br /> materials must incorporate facilities and procedures for the saCe handling and effective monitoring <br /> of toxic or hazardous materials, which include spill entrapment, training, and special handling, thus <br /> reducing the potential for release of hazardous or toxic materials to the groundwater system. (See <br /> Section 3.6 of the EIS) (SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br /> 2. Staging areas for vehicle maintenance activities during construction must be specified. These areas <br /> must be well away from all drainage courses. (SEPA Water, Plant and Animal and Land and <br /> Shoreline Usc Policies) <br /> 3. Application of fungicides, herbicides, insecticides, and fertilizers is prohibited on all sites from <br /> January through April when soils arc frequently saturated and storm events generate substantial <br /> runoff. (SEPA \uater, Plant and Animal and Land and Shoreline Use Policies) <br /> 4. All stomi drains must be stenciled with language similar to the following: "Dump No Waste, <br /> Drains to (Stream/WetlandlGroundwater). This -eminder is typically spray-painted on to the <br /> „ <br /> ground adjacent to the catch basin with the usc of a stencil. The treatment needs to be repeated, <br /> approximately annually, when the paint wears oCf. The devcloper/owner may either perCorm the <br /> stenciling, or give pcnnission for voluntecr groups to enter onto the property and perform the <br /> stenciling. (SEPA Water, Plant and Animal, and Land and Shoreline Use Policies) <br /> 5. During construction activitics, all spills must be contained and removed in such manner as to <br /> prevent their entering the waters and soils of the state.
