Section 5: AIR QUALITY AND ODOR <br /> 5.1 Threshold <br /> All permitted future uses must obtain a Notice of Construction (NOC) as applicable and use best <br /> available control technology. As necessary, air quality studies may be required by PSAPCA in order to <br /> obtain permits. <br /> Uses not being co��ered in this EIS arc listed in Table 1-1 in the Land Use Section. Examples of uses <br /> that are not being covercd because they may have significant air quality impacts are mining activities, <br /> cement and asphalt manufacturing, composting facilities, dog and cat food manufacturing, fish <br /> processing, and landfills. Additional SEPA analysis will bc required for these uses. <br /> 5.3 Mitigation Measures <br /> l. Regardless of their compliance with existing pollution control regulations, certain uses historically <br /> generate the majority of odor complaints received by PSAPCA. Those uses of greatest concem in <br /> this regard indude industries that use fiberglass resin and vamish, spray painiing(including paint <br /> hangers and outdoor spray painting), me(al finishing, breweries and wineries, and loadinb areas <br /> (diesel emissions). The following restrictions shall be placed on these uses: (SEPA Air Policies) <br /> Truck loading and maneuverin�areas. These uses are currently prohibited within 130 feet of <br /> residential areas in the M-1 zone and 100 feet of residential areas in the M-M zone. These zones <br /> cover the majority of thc portion of the Subarea abutting residential properties. Exceptions include <br /> a small B-I parcel and a small C-2 parcel along the eastem boundary of the Subarea. Requiring <br /> even a 100 foot setback from residential areas for loading could overly restrict development of <br /> thcse two sites. Devclopment on these sitcs shall be designed to limit the impacts of loading azeas <br /> on residentially zoned property. <br /> Breweries and wineries shall be prohibited within 350 feet of residential areas and the Sno-Isle <br /> Skills Center unless an air quality study completed by a qualified expert shows the use will not <br /> result in odors in the residenuaVschool srea. Larger-sized breweries (e.g. Rainier Brewing)must <br /> have .� minimum separation of 350 fcet. When Iccated between 350 and 1,000 feet of a <br /> residential/school area, a swdy must be completed to demonstrate that the brewery will not result in <br /> significant odor impacts on residential areas and th� Sno-Isle Skills Center. <br /> Met;il finishing fiUcrelass resins, varnish: Portions of businesses that regularly finish metal and/or <br /> use fiberglass resin and vamish as a primary part of their manufacturing activities shall be <br /> pro!iibited wiQiin 300 feet of residential areas and the Sno-Isle Skills Center, unless an air quality <br /> study completed by a qualified expert shows the use will not result in odors in the <br /> resic�ential/school area. <br /> 13 <br />
