All devclopments must provide adequate lighting of parking lots and others azeas which have an <br /> increased risk for crime. Illumination should be a minimum of 3-4 foot candfes. (The City of <br /> Everett Zoning Code requires that all parking lots with more than 10 spaces provide security <br /> lighting. Lighting must be shielded in a manner that does not disturb residential uses.) (SEPA <br /> Public Services and Land and Shoreline Use Policies) <br /> 8.5 COMMUNICATIONS <br /> 5.5.1 Threshold <br /> Most communication facilities are exempt from SEPA rcvi��v. This SEPA analysis covers all <br /> aboveground communication facilities provided that view analysis is completed in tlie Special Property <br /> Use permit process. <br /> This analysis does not covcr any structure that the FAA determines may have a significant adverse <br /> affect on navigable airspacc around Paine Ficld Airport. <br /> 8.5.3 Mitigation Measures <br /> All communication lines must be installed underground. (SEPA Public Services and Land and <br /> Shorcline Use Policies) <br /> The Special Property Usc pem�it process for aboveground utilities must includc analysis of impacts to <br /> views fmm the proposed facilities. In addition, Special Property Use permits should only be approvcd <br /> when the design of the aboveground communication facilities arc compatible with nearby structures <br /> and/or screened from view. (SEPA Public Sen�ices and Land and Shoreline Use Policies) <br /> Antennae and tower proposals and all proposals for structures to be added to the top of existing <br /> buildings: the FAA must be notified prior to issuance of a detennination of consistency to detecminc if <br /> thc structure�vill affect navigable airspace.
