Roberts <br />oi, . cror <br />�1n�1�-�'�` <br />���18/03 <br />���a� <br />This letter is in response to your recent counter inquiry about fne use of the above <br />referenced propeRy. This property has been under enforcement by the City of Everett <br />Code Compliance Department for several years. Specifically, the basement of the main <br />residence has been converted into a living unit without the benefit of building permits, as <br />well as the detached acces::ory building. <br />The zoning of the property is R-3 Multiple Family Medium Density which would allow for <br />a potential of one dwelling unit per 1,500 square feet of lot area. It appears that the <br />subject lot is only about 3,000 square (eet in area, which would allow for a maximum of <br />two units on site. However, there is insufficient parking at this time on site to allow for <br />two separate dwelling units. <br />Presently, there �s only one off street parking stall located off of Hoyt; however this stall <br />does not meel the minimum requirement for parking per the City of Everett standards <br />manual. The other parkina spaces indicated on site, located one to the north and one to <br />the south of the detached accessory building, do nut meet minimum standard stall <br />dimensions. The stall on the south property line is not located on your property. It <br />appears that the detached access�ry building was converted in November of 1972 from <br />a garage into a playroom, creating tne deficiency in the parking spaces provided on site. <br />At this time City ordinances allow for the basement of the primary residence to be used <br />for boarding of no more than two persons. Boarding is defined as the provision of a <br />room for lodging purposes and meals in return for payment of rent. No cooking facilities <br />are permitted in the basement living area. Any existing cooking facility shall be removed <br />in order to comply with this provision. <br />The detached accessory building is not permitted to be utilized as a living unit. Any <br />cooking facility present in the structure shall be removed in order to comply with this <br />provision. This structure may o�ily be used for purposes accessory to the primary <br />residence, such as storage, and shall not be a habitable space. <br />If in the futur.= you desire to expand the �ses on site several requirements will need to be <br />met. Uevelop�nent of a second living unit will require compliance with regulations for, <br />parking, land use, and building codes.
