Tha application inUudes a site plan and Wetland
Delineation and MiGgation Plan prepared by Wettand Resources dated Febniary 1, 2006• 7he
and reasc+nabeeuse in accottiance with1the R arsolnablerUs Criteria nrSubsecNo 37 o5oeof
the Everelt Municipal Code.
Y#
There is no other reasonabie use or feasible akernative to the proposed
development witfi {ess impad on the environmentallY sensiUve area.
Finding: The applicant is proposing to develop a single-i sisls enl rely of weUand and
northern sedion of subject property. The subject proPertY
its associated buffer, which account for practically 100 percent of the ot ihe total l01 area.
As a resutt, any impacts associated with this deveiopment proposa are deemed
unavoidabie H a single-family residence is to be devebped. A Trafer of Deveiopment Right is not
warr9nted in light oi the fact ttiat environmental impacts of lhe proposal can be mitigated.
The proposod devalopmant doos not pose a threat to th pubtic health, satety and
welfare on or off of the subject tot
Finding: This wettand has a sparse canopy o1 immalure Pacific w'illow Vees with an
understory composed oi cascara, hardhadc, and lady fern. This wetland extends slghtly
oif-site to the south and to lhe east, and serves important fvnctions to lhe surtounding
emironment such as hydrobgic control, water quality inProvement, low ftow rechar9e,
and minimal wildlife habitat. During and after storm events, this welland becomeed o f
and slowly eleases excess stormwater, which helps to prevent Rooding during P
high preciPitation. in conjunCtlon wilh hydrologic conlrol, the ponded areas also albw
suspended sediments to settle out tor :mproved water quality down-slope. LimiNng tactors
For greater function and value oi this weUand are assoaated wflh the lack of a tree canopy
and Iack of species diversity throughout the weUand and buffer areas. Because this
weUand is dominated by immature trees and herbaceous species, it does not retain as
much stdmwater as forested wetlands, and does not provide valuable widlife habitat.
Therefore, chis Category Itl Wetland has the pn6al to create a moderately valueble
water retention system.
Conclusion: Based upon the Sensitive Area Sludy and We;land Mitigation Plan, the
proposed project wifl not have a significenl impacl an the SURouding or downstfeam
propertfes.
'd 0000-000-SZb nounqo astW
,
,,
eDSOT 90 ZZ C
