Any alteraHons permitbed to ths requirements nf (1he Zoning Code) shall be the <br />minimum neeessary to allow for reasonable use oF the property. <br />Finding: A(terations to the sensitive area by the proposed deveiopment are the minimum <br />necessary to accommodate the structure. The proposed SFR has tootprint of 1,640 <br />square feet, with en associated 400 square foot driveway, and a proposed building <br />setbadc af 10 feet in width from the edge af the slrtiCture. This results in 3,439 square feet <br />of bu(fer impacls and 435 square feet of wetland impa�ts. These impaCts include <br />scrublshrub removaf, grading of the bulding area, a 20-foot wide driveway, and the <br />esteblishment of the 10-taot bu�ldirg setbadc line surrounding the proposed structure. The <br />wetland area will only be impacted by the proposed budding setbaek Impacts to the <br />sensiUve areas are tha ;ninimum possi6le given the proposed building IocaHon a�d shaU <br />be mitigated in plece through huffer and wetlend e�hanoement where teasible. Impatted <br />hufter and wetland areas shall be mitigated through buifer and wetlartd enhancement o� a <br />2:1 enhancement to impact ratio with the planting of 46 '1-gallon conHer trees. <br />Conclusion: The proposed alterations are the minimum neeesserY to ailow for <br />reasonable use of lhe property. <br />4. The ina6ility of the applieant to derive reasonaDle economic use of the property is <br />�ot the resutt of adions by the applicatrt in su6dlviding tha properly or adjusting a <br />boundary line thereby ueatlng the un-davelopable condidon after the efFecdve date <br />of ffie (the Zoning Code). <br />Fiading: The suhjed property is a residual tax parcet and, to the City's knowledge, its <br />boundanes have not been altered or adjusted since the City adopted �ritical areas <br />regulations. <br />Conclusbn: The lots were ueated many years ago while the praperly was in Snohomish <br />Countyjurisdicfbn. 7he appticantwas not involved in the ea�lier subdivision and there <br />have bee� no changes to the lots proposed 6y tl�e applicant. The applicant has not <br />crealed lhe need for the reasonable use declsion. <br />5 ���e proposal mWgates the impacts on the environmentally sensiUve areas to the <br />mazimum extent poss�ble. <br />Finding: The proposed SFR has a foatprint oi 1,640 square feet, with an associated 400 <br />square foot driveway, and a proposed a building setbadc of 10 feet in width from the edge <br />of the structure. Mitigation far building site impacts will inwlve the enhan�ement of 4,861 square feet <br />of wetla�d area, and 2,991 square teet of buffer area with 1�allon conifer trees. Total <br />buffer and wetland impacts from this developmecit are 3,925 square teet and miGgation is <br />provided at a 2:1 enhancement to impad ratio.
