' . . <br />WHEREAS, these drainage and runoff probl..ms also contribute to water <br />quality degradation th: ough ex�essive discharge of nutrienu, metals, oIl <br />and greace, toxic materlals, and other detrlmental substances, and <br />WHEREAS, inadequate surface and subsurface drainage planning and <br />practices lead to erosion and property damage, and ri:�c to life, and <br />. WHEREAS, excess water runoff on streets and htghways pose.� a safety <br />hazard to both lIves and property, and <br />WHEREAS, the City Council finds that future problems could be avoided <br />if developers, tioih private and public, provide for adequate drainage of <br />their properry, now, . therefore, ' <br />THE C[TY COUNCIL OF THE CITY OF EVERETT� WASHINGTON, DOES <br />ORDAIN AS FOLLOWS: <br />There ts hereby r. eated a new Chapter of the Everett Municipal Code <br />(EMC) entitled "Surface and Storm Drainage:' ' <br />Section 1: Purposes . <br />The City Council finds that this Chapter Is neccssary 3n order to promote <br />sound development guidelines and construc�tion procedures which respect and <br />preserve the City's water courses; to mininize water quality degradation and <br />control the sed�mentation of creeks, streams, ponds, lakes and other water <br />bodies; to proteci pYoperty owners adjacent to developing and developed land <br />from inc�eased runoii rates whicli could cause erosIon of abutting property; <br />:o protect downstr�am owners; to preserve and enhance the suitnbility of wacc�rs <br />-1- <br />. ; . • , <br />-� - 1�i.`_ - - - <br />� <br />� <br />
