CMEMORANDUM <br /> T0: Kirk Brooks <br /> FROM: Jane Zimmerman <br /> DATE: March 8, 199:� <br /> SUHJECT: Snohomish County PUD Switching Station <br /> at East Marine View Drive <br /> My comments on the subject application are: <br /> All collected surface water exiting the subject property <br /> must be conveyed to the nearest established, stable drainage <br /> course, within the naturally occurring drainage basin, by <br /> pipe or by a� approved swale in a manner that will not <br /> result in erosion or flooding. Sufficien` '��..•�•�stream <br /> information and analysis must be providc ; � . ,- ible the City <br /> to determine that this requirement is be';,,,; ^,��c.. Private <br /> easements will be required if conveyance must occ�ar across <br /> private property. <br /> On-site detention will be required per City standards if the <br /> site�s runoff naturally discharges to a storm system, either <br /> pipe or open channel, that does not have the capacity to <br /> convey the runoff without erosion, flooding, or negative <br /> impacts to vegetation in natural systems due to alteration <br /> of hydrology. <br /> An erosion control plan must be approved by the City of <br /> Everett prior to issuance of any permits for this project. <br /> If greater than 10, 000 square feet of paved surface will be <br /> created by this project, storm water runoff from the paved <br /> surfa�es must be routed through either a baffle-type <br /> oil/water separator in series with a vegetated swale or <br /> through a wetpond prior to disc!targe from the site. These <br /> water quality enhancing facilities must be designed in <br /> accordance with City standards. <br />
