PUBL/� K/OlrXS E�'ER� <br /> i����s <br /> MEMORANDUNI <br /> TO: David Tyler, Planning Deparunent <br /> FROM: Public Works Department <br /> DATE: March 16, 1993 , <br /> SUBJECT: SEPA Checklis[ Review No. 93/PUD Switching Station <br /> PROPOSAL: Construction of an electrical switching station <br /> LOCATION: Northwest corner of East Marine View Drive and North Broadway <br /> (Weyerhaeuser property) <br /> RECOMMENDATION: It is the recommendation of the Public Works Department that issuance of a <br /> Determination of Non-significance be subject to the following: <br /> 1. Detailed drawings in accordance with City Design and Construction Standards shall be submitted � <br /> to the Public Works Department showing site parking layout, landscaping, utilities, storm � <br /> drainage, temporary construction erosion control. <br /> 2. All collected surface water exiting the subject property must be conveyed ro the nearest ! <br /> established, stable drainage course, within the naturally occurring drainage basin, by pipe or by an � <br /> approved swale in a manner that will not resul[ in erosion or flooding. Sufficient downstream <br /> information and analysis must be provided to enable the city to determine that this requirement is <br /> being met. Private easements will be required if conveyance must occur across private property. � <br /> 3. On-site detention will be required pe* City Design and Construction Standards if the site's runoff <br /> naturally discharges to a storm system, either pipe or open channel, that does not have the <br /> capacity to convey the runoff without erosion, flooding, or negative impacts to vegetation in <br /> natural systems due to alteration of hydrology. <br /> 4. An erosion control plan must be approved by the City of Everett prior to issuance of any permits <br /> for this project. <br /> 5. If greater than 10,000 square feet of paved surface will be created by this project, storm water <br /> runoff from the paved surfaces must be routed through ei'.her a baft7e-type oil/water separator in ". <br /> series with a vegetated swale or through a wetpond pnor to discharge from the site. These water <br /> quality enhancing facilities must be designed in accordance with City Standards. ' <br /> 6. The existing asphalt paveway behind the curb on this properties Eas[ Marine View Drive frontage <br /> must be removed and reinstalled with concrete to meet Ciry standards.
