Finding: The subject property is located in Zone "X" as shown by the National Flood <br /> Insurance Program Map for the City of Everett. Zone X refers to those properties outside the <br /> extent of the 500 year flood. <br /> Conclusion: Flood plain requirements do no4 apply. <br /> K. Landscaping Standards -The proposed project and design shall meet the landscaping <br /> standards as established by the Land Division Ordinance. � <br /> Finding: EMC Chapter 18.28.140 contains the landscape standards applicable to <br /> subdivisions. These standards apply to street frontages and landscaping of common areas. <br /> Additional standards in Section 35 of the Zoning Code apply to landscaping of setback areas. <br /> Conclusion: Landscaping will be required along all property frontages, as well as along <br /> interior lot lines. A preliminary landscape plan has been submitted which appears to meet the <br /> landscape requirements of the Land Division and Zoning Codes (Exhibit 5) Landscaping must <br /> be installed prior to issuance of a certificate of occupancy or final inspection of the units. <br /> NOW, THEREFORE, the City of Everett hereby recommends approval of the 90-lot <br /> preliminary plat of Belmonte Heights and granting of PRELIMINARY APPROVAL of <br /> Subdivision #06-001 and with the following conditions: <br /> 1. Lot design/configuration for this subdivision shall be as shown on the preliminary plat map on <br /> file with the Planning 8 Community Development Department. Any changes in lot <br /> design/configuration will require approval both by Planning and Public Works Departments. <br /> 2. Siqninq• A signing plan for enlryways shall be submitted and approved by both Planning and <br /> Public Works Departments. <br /> 3. Required Landscaping foi Subdivision: <br /> a) Required LandscapinQ for Sinple Familv Unit: On each new lot created for single family <br /> dwellings, the applicant is required to provide Iandscaping and to submit a landscaping <br /> plan for review and approval by the Director at the time of application for a building <br /> permit consistent with EMC Chaater 18.28.140 F (Noted as a Condition on the Final <br /> Plat Map). <br /> b) Drainage and Water Quality Facility Landscaping: A 5-foot, Type ill landscape buffer is <br /> required around the perimeter of any drainage facility. <br /> c) Landscape Maintenance Responsibilitv: The subdivision is required to submit <br /> documents for landscaping maintenance per EMC Chapter 18.28.140 K (Prior to <br /> Subdivision Approval). <br /> i) The maintenance of all landscaping and street trees located on any lot within a <br /> F-oposed project shall be the responsibility and expense of the applicant, developer, <br /> builder or property owner until such time as a final inspection approval is issued for the <br /> lot and sold to a homeowner, then said maintenance responsibility shall transfer to the <br /> homeowner. A restrictive covenant to be recorded with the County.luditor shall be <br /> filed by the applicant for the City's review and approval at such time that final <br /> subdivision approval is requested specifying the homeowner's maintenance <br /> responsibilities as provided herein. <br /> EXHIBIT # � -� <br /> PAGE�F� - - - <br />
