WASMINGTON " I
 oz°s oFr•ic  ;` .`..``"`".,, -t i
• The Housing Division of the Department of Cominunity Development,
during the last several months, has waged a vigorous campaign to
encourage owners of junked vehicles to remove them from their -
properties.
In our opinion, from a strictly voluntary standpoint, this program has
been very successful. Hovever, because there is removal cost gendered
by t:lie hiring of tov t:ucks, etc. , many people have procrastinated
and/or deliberately refused to remove the vehicles.
 Section 171 of E. C. C. 46. 52, 101 classifies abandoned, disinantled, and
inoperative vehicles as publir nuisances and provides for their abatement. I
The Police Department has the power to remove and impound all such
vehicles, but froin a realistic standpoint such re:noval would have to be
paid for by the City of Everett.
We have estimated Ehat to complete the program, it vould cost the City
approsimately $1501 to $2000. Altho no monies .vere allocated in the
budget for this purt ose, an in-house transfer could be made from our
Relocation Grant Ycogram to finance the remova: of wrecked vehicles.
If you are in concur rence with this action, we vi:l work it out with the
Police Department :o do the actual impoundment tivith the cost to be I
defrayed by the Deartment of Community Develrpment. Incidentally, ;
those owners whoc vehicles have been impounded viil.be billed for
the cost, buthere-is'no-assurance tha reimbur:2ment n•ill be forthcoming.
/ Fj^_f 7 \
r
i (y '
,,
. ,
0,6 _. /  ,c CG: /!Y` !/'yt`r.r' /`l.1 /i I
;  ` . y -    . , ;
 «./47;>, ,7`T' il l'/
.l UO<f  s4cr .t  uC -- li/Yrs+, C`J<  ,//'j

 GY1 /l20,/_ `f 1" /L C+1 Tc/!"C C!J Gi'J Px. !
