In accordance <br /> with these provisions the City issued and circulated on July 23, <br /> 1993 an Adootion of Exi�ty� Snvironmental DocLent. <br /> The park site is zoned R-4 Multiple Family High Density. Park uses <br /> are subject to approval of a Special Property Use Permit subject to <br /> the requlations established in Title 19, Sec. 41.150 of the Everett <br /> Munir.ipal Code. <br /> spu c�s��T. ��r.n�maox ?�Ta <br /> Findin�and Conclusior�: <br /> The following findinqs and conclusions are based on the requlations <br /> of Section 41.150.D.1 and the evaluation criteria listed in Section <br /> 41.150.0 (Title 19, EMC) : <br /> 1. Tde need of the neiqhborhood, district, or City for a <br /> proposed Special Property Use. <br /> Findinas: ?. viewpoint park along the northeast slope of Everett <br /> would serve as a land use buffer between the existing neiqhborhood <br /> and the industrial waterfront as well as improve the environmental <br /> aesthetics of the community by enhancing the view potential over <br /> the Snohomish River delta. 1►n analysis of City neighborhood park <br /> supply and distribution showed that Northeast Everett is lacking <br /> behind most other neighborhoods in open space and recreation <br /> facilities based on population. <br /> Conclusion: Development of the viewpoint park would upqrade the <br /> community�s imaqe and enhance the environmental quality of the <br /> abandoned former industrial sites along the City's riverPront. The <br /> addition of a park in the Northeast Everett neighborhood will help <br /> to implement the City's Parks and Recreation Master Plan and offset <br /> some of the existinq inequity of park supply in thia area. <br /> 2. The adequacy of streete, utilities, and public services <br /> required to serve a proposed use. <br /> Findinas: The park proposal calls for parking for four <br /> automobiles, including one handicapped parkinq stall, a liqhted <br /> viewinq area with four benches, landscaping, and a crosswalk along <br /> the park frontaqe with East Marine View Drive.
