As an alternative to the specially designated car washing area, hose bibs can be <br /> eliminated from the site or tenant access to them prevented. [f this option is <br /> exercised, the tenant lease or rental agreement must contain a clause prohibiting <br /> car washing en the site. A covenant must be recorded and signed by the owner <br /> stating that such a clause will be written into the tenant leases and/or rental <br /> agreements. In addition, a note stating that car washing is prohibited on the site <br /> must be added on the storm drainage plans. <br /> The tenant lease or rental agreement for the project must contain a clause <br /> prohibiting vehicle maintenance on the site. A covenant must be recorded and <br /> signed by the ovmer stating that such a clause vrill be written into the tenant leases <br /> and/or rental agreements. (SEPA(SEPA Environmental& Water Quality Policies) <br /> 8. All stom: d:ains in the complex must be stenciled with substantial;y the following <br /> lan�!age: "Dump No Waste, Drains to Wetland." This reminder is typically <br /> spray-painted on to the ground adjacent to the catch basin witi�the use of a stencil. <br /> The treatment needs to be repeated, approximately annually, when the paint wears <br /> off. The developer/owner may either perfonti the stenciling, or give pertnission for <br /> volunteer groups to enter onto the property and perform the stenciling. <br /> 9. The Everett School District has commented that the project will adversely impact <br /> the School District (see attached letter date:d May 18, 1994). The Applicant must <br /> negotiate with the School District regarding a mitigation ageement. Prior to <br /> finalization of the SEPA deternvnation, �. written letter or agreement must be <br /> provided to the City by the School Districr or Applicant. (SEPA Public Services <br /> and Utilities Policies) <br /> 10. East Marine View Drive is designated as a "Gateway" comdor in the City's ' <br /> General Plan. The General Plan states, "....because Everett wan�s to develop and <br /> promote an attractive image, all entry corridors into 1he Crty should be <br /> designated as "Gateways" mrd standards should be applied [o developmenls <br /> along such "Gateways"reladng to buiJding design, landscaping, signage, outdoor <br /> .storage and olher aesthetic consrderatrons that wil! serve to upgrade Everetl's <br /> image." To meet the intent of the policy, the following requirements must be met: <br /> a. A detailed Landscape Plan consistent with Section 35 provision of the Everett <br /> Zoning Code and other pertinent requirements and standards of the City's Tree <br /> Policy ordinance is requved for review prior to the issuance of any pemvt. <br /> b. Street trees must bie provided on the East Marine View strcet frontage, with <br /> plant species approved by the Parlcs Department and consistent with the City's <br /> tree planting manual. Street trees must be planted at intervals no geater than <br /> thirty (30) feet on center, and must be no less than six (6) feet in height at the <br /> time of planting. (SEPA Land and Shoreline Use PoGcies.) <br /> 11. Consistent with the City's Noise Ordinance #534-78, as amended, interior noise <br /> level must not exceed 45 decibels (dBA), while exterior noise level in the outdoor <br /> recreation azeas on the site must not exceed 65 decibels (dBA). Based on the <br /> previously submitted Noise Mitigation repoR for SEPA DNS #11-90 proposal and <br /> s�milar des�gn scheme for the current proposal, the interior noise level standard of <br /> 45 decibels (dBA) can be met with a 10 feet acoustical wall located at the rear set- <br /> back, 20 feet from the east property line.
