DISCUSSION <br /> The Staff can see no reason for this variance to be denied in <br /> light of the setback discrepancies on other structures in this <br /> area. Many modern zoning codes permit "setback averaging" <br /> • - ' in these situations without the need for a variance. <br /> Because of the narrow pavement width on a rather wide right- <br /> of-way, it appears to the Staff that the intent of the <br /> 20 foot setback requirement has been served although, techni- <br /> cally, it does not meet current code. <br /> RS:mjc/3 <br />� . <br />
