The inspe.-tion had to be <br /> �"� rescheduled three diiferent times. Each time I scheduled an <br /> � y N inspection time with the tenant, Dale Bonar, she was not home <br /> �� and there were padlocks on the exterior of the front and back <br /> �y�" doors. <br /> O tNA <br /> The following is an account of what I saw and encountered on <br /> th: s day during my inspection: <br /> � Dale No�ar and I szt a time of 11 :z0 AM to 12:00 noo� for the <br /> � inspection. When I arrived at the rear of the house it was <br /> � � 11:30 AM and I noted a male was eKiting the back door. He <br /> � had sandy colored hair and appeared to stagger. I identified <br /> I myself and asked him if Dale was home and he said that she <br /> wasn ' t. He asked me what I wanted and I explained my <br /> , � presence. He said he was on hi= way to the store and started <br /> � saying something about the wash_ng machine not working and to <br /> �� tell her that he wasn ' t using tne washing machine. He said [ <br /> i could go inside and do the inspection but I told hi�n that I <br /> � <br /> would wait outside until Dale arrived . He appeared to e <br />, i ��� inebriated and his breath was very heavy with alcohol . He <br /> �� left the back door ajar as he walked away . <br /> While in the back yartl I noted trash and dehris scattered and <br /> - piled up all over the yard. Kitchen garbage was overflowing <br /> � ��� the trash can. The stench in the back yard was offensive and <br /> sickening . I couldn ' t wait in the yard because o4 the <br /> � repulsive stench so I went to my city vehicle and continued <br /> to wait for Dale. <br /> ��. <br /> � Approximately 11:45 AM a little girl came walking across tne <br /> parking lot behind flenny' s Restaurant. She was coming fro�n <br /> the direction of Hewitt Ave. I wat�hed her en:er the back <br /> � door of the hause. <br /> After waiting another five minutes. I approac`�ed the back <br /> door and knocked . The little girl answered and I asked her <br /> if her mother was home and she said yes.
