INSTRUCTIONS TO 8[DDERS FOR HOUSING REHAB[LITrITION To be entitled to consideration, bids must be made in accordance with and in consideration of the following: l. Bidders must appear on the Community Housing Improvement Program (CHIP) Contractors List in order to be eligible to bid. 2. Bids must de made on City of Everett CHIP forms, all btank spaces in the furm must be filled out, the appropriate signatures must be provided in longhand and the completed forms must bc without notes, scribbles, alteration and erasure. There should only be one figure per provided line per each individual item. All spaces are to be filled in with BLACK INK. 3. No oral,telegraphic or telephonic proposals or modifications will be considered. ' 4. 8ids shall be addressed to the owner in care of CHIP, enclosed in a sealed envelope and labeled as follows: A. Community Housing Improvement Program, 3002 Wetmore, Everett B• Name and address of the owner C. Name and address of bidder D. Date and time of bid opening E. Attention: Home Improvement Inspector 5. Before submitting a bid, bidders shall carefully examine all contract documents, fully inform themselves as to all conditions and limitations and include in the bid a sum which covers the cost of all items included in the contract. 6. Bidders shall carefully examine the property before bidding. 7. The owner and CHIP will invite proposals only from contractors to whom they would be willing to ayvard a contract. The owner reserves the right to add bidders to the CHIP Contractors List and to remove bidders therefrom. Bids shall be let to the lowest responsible bidder. Contractors added at the request of the owner musi �ill out and complete the Contractors Form and be approved by the Loan Review Committee prior to becoming an eligible bidder. S. 9. The owner reserves the riRht to reject any and all bids. Any Addendum issued prior to he bid opening shall be included in •he oid. 10. The owner shail have ten (10) days from the time of opening of bids to accept the bid submitted and to award the coniract. Acceptance of a bid is indicated by the execution of a contract. 11. Within five (5) days after execution of a contract, the owner and CHIP will issue a Notice to Proceed with the work. If such a Notice is not issued within five (5) days, the bidder may, at his option, withdraw his bid. l2. [f requested to do w by the owner or CHIP, the bidder shall provide additional information about his/her qualifications,financialstatus or that of proposed subcontractors. l3. Bids must be prepared by, or under the supervision of, the person in the bidder's organization who is licensed as a contractor. All contractors and suocontractors shall have a current Washington State Contractors License. l4. In accordance with cantract requirements, work must be performed efficiently and expeditiously, under competent supervision at all times and �vill be subject to frequent inspections. 15. All required permits shall be obtained by the contractor before commencing work and the costs of obtaining permits shall be included in bids.
