10. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the <br />Zoning Code. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple <br />family, commercial, industrial and institutional developments and shall not be located in a required <br />front yard setback area, or street side setback area for comer lots. Where an alley abuts a lot, the <br />garbage receptacles, dumpster, or recycle bin shall be located adjacent to the alley if possible. <br />All garbage dumpsters and recycle bins must be screened from view from the street and from <br />adjacent properties. This screening may be done using dense vegetation or by placing the dumpster <br />or recycle bin to a structural enclosure. <br />11. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of the <br />Zoning Code. <br />12. Per the Special Regulation on page 25-05 of the Zoning Code, landscaping requirements will be <br />determined during the SPU review process. The Applicant proposes a landscaping plan, dated <br />11/20/97, and received 11/21/97, proposes to provide landscaping in several islands on public right- <br />of-way along 34th Street, 35th Street, and McDougall Avenue. Also, a solid fence or wall and <br />approximately 2-3 feet of landscaping is proposed along the area containing outdoor (but covered) <br />storage. <br />The Moderate Risk Waste Facility covered by this SFPA Threshold Decision includes only a minor <br />portion of the entire building. Landscaping proposed by the Applicant will improve the appearance <br />and provide screening for the entire, much larger, building. A detailed landscaping plan must be <br />approved by the Planning Department and the Department of Engineering and cublr. Services, <br />which must also appro-e the use of City right-of-way for landscaping. <br />Landscaping shown in the l 1/20/97 conceptual plan must be modified to provide for a higher <br />percentage of coniferous trees, more consistent with the City's Type II standards. <br />Minor modifications of this conceptual landscaping plan may be approved by the City <br />Departments of Planning, and Engineering and Public Services. <br />Prior to issuance of any permits, landscaping plans must be reviewed and approved by the Planning <br />Department per Section 35.100 of the Zoning Code. The landscaping plan must show location and <br />dimensions of required vegetated swales, wetponds, detention ponds, rockeries and retaining walls, <br />and grading at 2 foot intervals. Imgation systems must be provided in all landscaped areas per <br />Section 35.130 of the Zoning Code. A 2 year maintenance assurance device must be provided for <br />the landscaping per Section 35.130B of the Zoning Code. <br />13. Building setbacks will be determined during the SPU review process. <br />14. Mechanical equipment located on the roof, facade or external portion of the building shall be <br />architecturally screened by including the equipment in the building or site design so as not to be <br />visible from adjacent properties or public streets. <br />15. Fire flow requirement for this structure are 1,500 GPM. <br />16. A fire hydrant is required within 200 driving feet, but not closer than 50 feet, of every structure. <br />The location of the hydrant(s) must be approved by the Fire Marshal. <br />
