NOTE: A DNS may be withdrawn in the event of significant changes in the proposal, disclosure of <br />new significant information, misrepresentation by the applicant, or failure to comply with <br />the conditions upon which this Determination of Non -Significance is predicated. <br />INFORMATION FOR DEVELOPER: <br />The following information is provided for the developer's benefit. These are not SEPA conditions. All <br />requirements are preliminary in nature, and are based upon the preliminary site plan and the ordinances in <br />effect at time of submittal for SEPA review. The proposal must comply with all ordinances in effect at <br />the time a complete bu..ding permit application is filed, including those not specifically set forth <br />herein. (Exception: For vesting under the Zoning Code, please refer to Section 44 of the Zoning Code). <br />Contact the Planning Department for information regarding appeals processes for the requirements listed in <br />this document. <br />A Public Works Permit is required for this project. Detailed drawings in accoriance with City <br />Design and Construction Standards shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary construct.on erosion control, <br />and all required improvements to the public right-of-way. Public Works Department approval of <br />these drawings is required prior to any permits being issued. All improvements shall be r c mpleted, <br />approved, and warranted before Occupancy permits are i sued. <br />2. Full standard street improvements are required to this property's frontage along 34th Street, 35th <br />Street and McDougall Avenue, including, but not limited to, curb, gutter, sidewalk, street <br />widening, and drainage control per City standards per Ordinance 555-78 as amended. <br />3. If the future use of the site will result in the potential for accidental spills of chemicals, including <br />oils or fuels, to the city's sanitary sewer, an Accidental Spill Prevention Plan will need to be <br />prepared per the direction of the city of Everett's Industrial Pretreatment Program. <br />All chemicals or products of a hazardous or toxic nature that may be used or stored on the site <br />must be stored under cover and isolated from the storm drainage system. <br />4. This project must comply with the current City of Everett Building Code and Sprinkler Ordinance. <br />5. An on -site signing plan to direct vehicle flow and stacking must be approved by the City Traffic <br />Engineering Department. <br />6. If the finished floor elevation of the existing building is lower than the potential hydraulic grade line <br />r.: the sewer connection point, the building may be subject to flooding during storm events. The <br />ap,11icant may wish to consider installing a grinder pump or other measure in the side sewer in order <br />to reduce the chance of building flooding. <br />4119* <br />City Streets are to be kept clear of dirt and debris at all times during the construction. Dust <br />suppression and street cleaning must occur as directed by the Public Works Inspector. <br />8. Permits must be obtained for all fill removed from the site and placed within the City Limits. <br />9. Parking must be per City Zoning Code and City Design and Construction Standards and <br />Specifications. For the use proposed a minimum of three (3) off street parking stalls must be <br />provided. A minimum of one of the spaces must be designed as a handicap parking space. <br />
