7. The proposal will not significantly alter the historical development of the t <br />site. It is compatible with the surrounding properties. (Findings 4 & 16) <br />8. All signs will be subject to regulations and Sign Category. B of EMC <br />Chapter 19.36. (Finding 20) <br />9. The landscaping, buffering and screening of the buildings, parking area, <br />loading and storage areas will be done to reduce visual blight and <br />protect from any generation of nuisance irritants. The proposal is consistent with the Everett General Plan because the <br />proposed use is an activity that is allowed in the Light Industrial zoning <br />designation. Although there is no definition of minimum risk waste <br />collection centers in the City of Everett or in the Washington State <br />statutes, the proposed minimum risk waste collection center qualifies as <br />a permitted use.
