CONCLUSIONS <br />The Applicant requested approval of a Special Property Use Permit for <br />the development and operation of the Fixed Moderate Risk Waste <br />Facility on property at 3402 McDougall Avenue, Everett, Washington. <br />As part of the development, it is the intent of the Applicant to modify and <br />expand a portion of the existing commercial building on -site to <br />accommodate the Moderate Risk Waste Facility. The facility will be used <br />for activities including the collection, recycle, reuse, consolidation, <br />packaging, storage and shipping of moderate risk wastes that are <br />generated by households in Snohomish County. The facility will also be <br />used for the processing of small quantity generators. The site is also <br />proposed to be used by the Applicant as a vehicle maintenance facility, <br />but this use is not subject to the Special Property Use Permit because it <br />is a non -conforming use. (Finding 1) <br />2. In order for a Special Property Use Permit to be granted, the criteria of <br />EMC 19.41.150.C&D must be satisfied. With conditions as imposed <br />herein, these criteria are satisfied. (Findings 7-25) <br />3. A community need for the proposed facility has been demonstrated. The <br />facility will provide the needed placement of a permanent recycling and <br />collection site that will handle moderate risk wastes. (Finding 8) <br />4. Impacts to McDougall Avenue and 35th Street have been identified. <br />Improvements of these right-of-ways with curbs, gLtters and sidewalks <br />will mitigate these impacts. The streets, utilities and public services <br />within the City of Everett are adequate to handle the proposed use. <br />(Finding 9) <br />5. There will be no significant increase of traffic generated by the proposed <br />use. There will be no significant impact to traffic on surrounding areas, <br />pedestrian circulation and public sa,ety. (Findings 11, 12 & 14) <br />6. Adequate off-street parking will be provided. On -site circulation and site <br />access will be controlled with off -site parking (three spaces) and queues <br />within the site that accommodate up to ten vehicles. Based on the <br />historical data of temporary collection services, these parking and queue <br />designs are adequate. Measures have been taken to eliminate any <br />queuing onto McDougall Avenue.
