� - 94 <br />March 30, 1977 <br />The other discussion dealt with ongoing operation and maintenance of <br />the boat launch. At this time we do not know what the total maintenance <br />cost will be; however, it cvas decided that through the end of this year, <br />maintenance of the facil.ity will be provided by the City or Por.t with <br />all three parties sharing equally in these costs. A portion of this <br />cost will be offset by the imoosition of a two dollar in and out fee; <br />however, the three local governments will be responsible for sharing <br />equally in any deficit. At .,�me point an automatic gate system will <br />be installed for collection of these fees. For the time being it was <br />decided that CETA personnel will be assigned to the facility to collect <br />the fees and monitor use of the boat launch. <br />Finally, it was decided that an interlocal agreement cvill be drawn up <br />which will cover the participation in Phases I and ZI together with the <br />maintenance and operation of the boat launch through the end of the year. <br />In summary, the major points of the meetir.g and those which will require <br />Council concurrence are as follows: <br />1. A letter of intent to be submitted to the Port indicating the City's <br />preliminar�• approval to participate in Phase III financing to a maximum <br />of $42,500. <br />2. A formal commitment be made, by May 1, to participate in Phase III <br />financing, at which time the formal application must be submitted to IAC. <br />3. Approval of an interlocal a9reement between the City, County and Port <br />covering Phase I and II work together crith maintenance and �peration <br />through the end of this year. <br />4. Assignment of CETA personnel to t.he boat launch facility f.or fee <br />collection and monitoring (no Council action required). <br />5. Agreement caith the Port's plans tc� impose a two dollar in and out <br />fee for users of the boat launCh facility. <br />I would ask for C�uncil's concurrence on items 1, 4, and 5. Items 2 <br />and 3 will be sub�nitted as the appropriate documents become available. <br />Councilman �loore said at the last meeting they had discussed item 5 re- <br />garding the two dollar fee for users of the boat launch facility an3 <br />the Port has asked that this be deleted inasmucli as it might be nossibl� <br />to charge less ti�an that amount and they did not want to be locked into <br />the two dollar fee. <br />Moved by Councilman Aldcroft, seconded by Councilman Michelson to auth- <br />orize a letter of intent to the Port indicating the City's preliminarf <br />aoproval to participate in Phase III financing to a maximum of $42,500 <br />with the understanding that No. 5 of the memo would be deleted. <br />Roll was called with all councilmen voting yes. <br />Motion Carried <br />The meeting then recessed into executive session. <br />The regular meet'ng of the �verett City Council reconvened at 12:15 in <br />open session. <br />Or motion the meeting adjourned at 12:20. <br />City Clerk <br />Read a:�ci approved as printed <br />President <br />...� _.
