Mr. 5tanly E. Francis
July b', 1970
Page 4
Service floahs and protection to the launch ramp From sauthwzst winds and the
vake of passin3 tugs would be lacking. Drainage facilities would be ioce-
quate. No ligiting would be ovailcbla.
Th_ Port and the other locol co-sponsors are deeply concerned about implied
r=servations of I.A.C. relaing to unding oFacces; rocd londill, subgrade
preparation and bosc course conshruciion, (controct bid iPems 8, 9 10 ond 11)
apparentl predicoted upon possible limited Future use of the roacway by the
two adjacent preperty owners. The original site ecquisition costs (oF which
I.A. C. 6ore a major share) were reduced very substantially, end in muci greotr
amount than the aggregate costs of he snid contrccf bid items, :y the acceptonce
of a roadwoy easemenF in lieu of out-right ace;uisition. Further, ihe full accom-
plishment of these work items wauld have been an essenYial port of this projecF
in any event. The two adjacenF properties already fronF upon and ore served
by Norton Avenue.
Cruise-a-Home, Inc., in parFicular, has o long cccess frontage on Norton
Avenue, and maintains an exisfing operations roodwoy along the soutFerly side
oF its building complex, for utilizoion of its interior lonc' area. Nzither owner
has any present plans for utilization oF the boat launch access roac'way. Even
without the obvious ond convenient direct access from Norton Avznue, the
amount of private oviner usage oF the new access roodway would be very small
be comparison with the onticipatzd traffic to and from the boot launcii fecility.
Furthermore, any private owner usage would occur on week doys non-coincident
with peok pu6lic froffic to the boot launch. It is sincerely felt thut u7iy prorata
reduction in I,A. C, funding for project access ro:.d improvemen should be minimal.
In conclusion, please regard this letter as a formal request for arnendmert o( the
existing I,A.C. rant Agreement No. 7-U41D to increose the pruject scope
and extent oF I.A.C. participation, within the prior agreed funcing limitations,
for accomplishment of tFe additional work iFems discussed herein, and listed in
the enclosure: hereto.
