Limitations on Coveraee <br />The Director may require any drscharger to apply for and obtain coverage under an <br />indi��idual permit or another more specific general permit. Such alternative coverage <br />will be required when Ecology determines that this general permit does not provide <br />adcquate assurance that x�arer qimlity wi11 be protected; or there is a reasonable potential <br />for the project to cause or contribute to a violation of water quality standards. <br />The following stormwater discharges are not covered by this permit <br />1. Post-conshuction stormwatcr discharges that originate from the site after construction <br />activities have been completed and the site has undergone final stabi(i=ation. <br />2. Nonpoint source sih�icultural activities such as nursery operations, site preparation, <br />refomstation and subsequent cultural treatment, thinning, prescribed burning, pest and <br />fire control, harvesting operations, surface drainage, or road construction and <br />maintenancc from which there is natural runoff as excluded in 40 CFR SubpaR <br />122.27. <br />3. Stormwater from any federal p:oject or project on federal land or land within an <br />Indian Reservation eacept fe. the Puyallup Reservation. Within the Puyallup <br />Reservation, any project that discharges to surface water on land held in ttust by the <br />fcderal govemment may be covered by this permit. <br />4. Stormwater from any site covered under an existing NPDES individual permit in <br />which stormwater management and/or treatment requirements are included for all <br />stormwater discharges associated with construction activity. <br />5. Wherc an applicable Total Maximum Daily Load (TMDL) specifically precludes or <br />prohibits discharges from construction activity, the operator is not eligible for <br />coverage under this pemiit. <br />52. APPLICATION REQUIREMENTS <br />p. Permit Apalication Forms <br />1. Notice of Intent Fom�/Timeline <br />a. Operators of new or previously unpermitted construction activities shall submit a <br />complete and accurate permit application form [Notice oflntenr (NOI)] to <br />Ecology. App/icants are encouraged to use Ecology's intemet-based electronic <br />NOI to apply for permit coverage. <br />b. The NOI shall be submitted on or before the date of the first public notice (see <br />Condition S2.B below) and at least 60 days prior to the discharee of stonnwater <br />
