Page 15 of 46 <br />a. "Engineered soils" means soil amendments including, but not limited, to Portland <br />cement treated base (CTB), cement kiln dust (CKD), or fly ash. <br />3. During the pH monitoring period, the Permittee shall obtain a representative sample <br />of stormwater and conduct pH analysis at least once per week. <br />4. The Permittee shall monitor pH in the sediment trap/pond(s) or other locations that <br />receive stormwater runoff from the area of significant concrete work or engineered <br />soils prior to discharge to surface waters. <br />5. The benchmark value for pH is 8.5 standard units. Any time sampling indicates that <br />pH is 8.5 or gm�ter, the Permittee shall: <br />a. Prevent the high pH water (8.5 or above) &om entering storm sewcr systems or <br />surface waters; and <br />b. If necessary, adjust or ncutralize the high pH water using an appropriate treatment <br />BMP such as COz sparging or dry ice. The Permittee shall obtain written <br />approval from Ecology prior to using any form of chemical treatment other than <br />CO: sparging or dry icc. <br />6. Thc Permittec shall perform pH analysis on-site with a calibrated pH meter, pH test <br />kit, or wide range pH indicator paper. The Permittee shall record pH moniroring <br />resulu in the site log book. <br />S5. REPORTING AND RECORDKEEPING REQUIREMENTS <br />A. Hiah Turbiditv Phone Reaortine <br />Any time sampling performed in accordance with Special Condition S4.0 indicates <br />turbidity is 250 NTU or greater (or transparency is 6 cm or less) the Permittee shall notify <br />the appropriate Ecology regional office by phone within 24 hours of analysis. <br />II. Discharee Monitorine Rcvorts <br />1. Permittees required to conduct �vater quality sampling in accordance with Special <br />Conditians S.4.0 (Turbidiry/Transparency), S4.D (pH) and/or S8 [303(d)lfMDL <br />sampline] shall submit the results to Ecology monthly on Discharge Monitoring <br />Report (DhiR) forms provided by Ecology. <br />Permittees are authorized and encouraged to submit electronic DMRs using the "ti- <br />DMR Forni' on Ecology's Construction Stormwater web site: <br />http•/h��+nv ecv wa eov/proerams/�va/stormwatedconstruction/. <br />The Permittee shall submit DMR forms electronically or by mail to be received by <br />Ecology within 15 days following the end of each month. If there was no discharge <br />during a eiven monitoring period, the Permittee shall submit the form as required <br />with the words "no discharge" entered in place of the monitoring results. If the <br />Permittee is unable to submit discharee monitoring reports electronically, the <br />Pcmiittee may mail repoRs to the address listed below: <br />
