Page 39 of 46 <br />APPENDIX A — DEFINITIONS <br />A/C9RT is an acronym for "all known, available, and reasonable methods of prevention, control, <br />and treatment: ' AKART represents the most current methodology that can be reasonably <br />required for preventin„ controlling, or abating the pollutants and controlling pollution associated <br />with a discharge. <br />Applicahle TNfDL means a TMDL for turbidity, fine sediment, high pH, or phosphorus, which <br />has been completed and approved by EPA prior to November 16, 2005, or prior to the date die <br />operator's complete permit application is received by Ecology, whichever is later. <br />Annficant means an �erator seel:ing coverane under this permit. <br />Best A�m�aeemen( Practices (BMPs) mcans schedules of activities, prohibitions of practices, <br />maintenance procedures, and other ahysical, structural and/or managerial practices to prevent or <br />reduce the pollution of watcrs of thc state. BMPs include treatment systems, operating <br />procedures, and practices to control: stormwater associated with construction activiry, spillage <br />or leaks, sludge or waste disposal, or drainage from raw material storage. <br />Uu er means an area designated by a local jurisdiction that is contiguous to and intended to <br />protect a sensitive area <br />Brnn.ss means thc intentional diversion of waste streams from any portion of a treatment faciliry. <br />Calendnr [Veek (same as IPeeA) mcans a period of seven consecutive days starting on Sunday. <br />Certified Ernsia� mtd Sediment Cnrin•ol Lead (CESCL) means a person who has current <br />certification through an approvcd crosion and sediment control trainine program that meets the <br />minimum training standards established by Ecology (see BMP C160 in the SWMM). <br />Clemt [{�nler Acr (CWA) mcans the Federal Water Pollution Control Act enacred by Public Law <br />92-500, as amcnded by Public Laws 95-217, 95-576, 96-483, and 97-117; USC 1251 et seq. <br />Combined Seu_er means a sewer which has been designed to scrve as a sanitary sewer and a <br />storm sewer, and into �vhich inflow is allowed by local ordinance. <br />Conrmat nlm� ofderelonme�il or snle mcans a sitc where multiple separate and distinct <br />construction activities may be taking place at different times on different schedules, but still <br />under � single plan. Examples include: 1) phased projects and projects with multiple filings or <br />lots, even if the separate phases or filings/lots will be constructed under separate contract or by <br />separate owners (e.g., a development where lots are sold to separate builders); 2) a devclopment <br />plan that may be pliased over multiple years, but is still under a consistent plan for long-term <br />de��elopment; and 3) projects in a contiguous area that may be unrelated but still under the same <br />contract, such as conswction of a building extensinn and a new parl:ing lot at the same facility. <br />
