Page 40 of 46 <br />If the project is part of a common plan of development or sale, the disturbed area of the entire <br />plan shall be used in detertnining permit requirements. <br />Composite Samp/e A mixture of grab samples collected at the same sampling point at different <br />times, formed either by continuous sampling or by mixing discrete samples. May be "time- <br />composite" (collected at constant time intervals) or "flow-proportional" (collected either as a <br />constant sample volume at time intervals proportional to stream flow, or collected by increasing <br />the volume of each aliquot as the flow increases while maintaining a constant time interval <br />between the aliquots. <br />Ca�strucriat Activirv means land disturbing operations including clearing, grading or excavation <br />which disturbs the surface of the land. Such activities may include road construction, <br />conshvction of residential houses, office buildings, or industrial buildings, and demolition <br />activiry. <br />Demnnsh•ablv Eaui��olen� means that the technical basis for the selection of all stormwarer BMPs <br />is documcnted within a SWPPP, including: <br />1. The method and reasons for choosing ihe stormwater BMPs selected; <br />2. The pollutant removal performance expected from the BMPs selected; <br />3. The technical basis suppoRing the performance claims for the BMPs selected, <br />including any available data concerning field performance of the BMPs selected; <br />4. An asscssment of how thc selected BMPs will comply with state water quality <br />standards; and <br />5. An assessment of how thc selccted BMPs will satisfy both applicable federal <br />tcchnology-based treatment requirements and state requirements to use all knowm, <br />available, and reasonable methods of prevention, control, and treatment (AKART). <br />Deoartment mcans the Washington State Deparement of Ecology. <br />Derentiat mcans dic temporary storage of stormwarer to improve quality and/or to reduce the <br />mass flow rate of discharge. <br />De-u�nteri�ie means the act of pumping ground watcr or stormwater away from an active <br />conswction site. <br />Dircctor means lhe Director of the Washington Deparcment of Ecology or his/her authorized <br />rcpresentative. <br />Dischareer means an owner or operator of any facility or activity subject to regulation under <br />Cliapter 90.43 RCW or the Federal Clean Water Act. <br />Dnniestic li�asretivarer means water carrying human wastes, including kitchen, bath, and laundry <br />�+�astes from residences, buildines, industrial establishments, or other places, together with such <br />¢round water infiltration or surfacc watcrs as may be present. <br />
