(S�i',NM) or Manua( means the technical manual published by <br />Ecology for use by local govemments that contain descriptions of and design criteria for BMPs <br />to prevent, control, or treat pollutants in stormwater. <br />Srormx�uter Pollution Preventior� Plan (Sfi'PPP) means a documented plan to implement <br />measures to identify, prevent, and control the contamination of point source discharges of <br />stormwater. <br />Sur(ace Waters ofthe Smte includes lakes, rivers, ponds, streams, inland waters, salt waters, and <br />all other surface waters and water courses within the jurisdiction of the state of Washington. <br />Total Marimum Dailt� Load I"1'iti(DL) mcans a calculation of the maximum amount of a poUutant <br />that a waterbody can receive and still meet state water quality standards. Percentages �f the total <br />maximum daily load arc allocated to the various pollutant sources. A TMDL is the sum of the <br />allowable loads of a single pollutant from all contributing point and nonpoint sources. The <br />TMDL calculations shall include a"margin of safety" to ensure that the waterbody can be <br />protected in case there arc unforeseen events or unknown sources of the pollutant. The <br />calculation shall also account for scasonable variation in water quality. <br />Treatmenr BMPs means BMPs that are intended to remove pollutanu from stormwater. A few <br />examples of trcatment BMPs are detention ponds, oil/watcr separators, biofiltration, and <br />constructcd wetlands. <br />Trarrsnorencr means a measurement of �vater clarity in centimeters (cm), using a 60 cm. <br />transparency tube. The transparency tube is used to estimate the relative dariry or transparency <br />of water by noting the depth at which a black and white Secchi disc becomes visible when water <br />is released from a valuc in thc bonom of thc tube. A transparency tube is sometimes referred to <br />as a "turbidity mbc". <br />Turbidrh� The clariry of watcr e�presscd as nephclometric turbidiry units (NTU) and measured <br />with a calibrated turbidimetcr. <br />[f�aste Lnod Allncntion (Ii'L;1) mcans thc portion of a rcceiving watcr's loading capaciry that is <br />allocatcd to one of its existing or fumre point sources of pollution. WLAs constitute a type of <br />���ater qualiry based ef(luent limitation (40 CFR 130?(h)). <br />Ii'ater Oira(im means the chemical, physical, and biological characteristics ofwater, usually with <br />respect to iu suitability for a particular purpose. <br />I('afcrs o(d�e Sta�e includes those waters as defined as "waters of the United States" in 40 CFR <br />SuUpart 1?3.2 ���ithin the geoeraphic boundaries of Washington State and "waters of the state" as <br />
