PORT OF EVERETT <br />NORTH MARINA REDEVELOPA'IENT <br />SHALLOW SOIL VCP CLEANUP ACTION <br />PART 1 - GENERAL <br />1.01 PROJECT BACKGROUND AND WORK INCLUDED <br />SECTION OIOI l <br />SUMMARY OF WORK <br />A. This section provides a brief summary of the soil cleanup action work and selected <br />project background for informational purposes and for the convenience of the <br />Contractor. In the event that information provided in this section conflicts in any way <br />�vith the requirements of any other section of the Contract Documents, those other <br />sections shall prevail. <br />B. The Port of Evcrett (Pori) is implementing a soil cleanup action as part of'the Norih <br />Marina Redevelopment project. The soil cleanup action is being conducted under the <br />provisions of the Washington State Depariment of Ecology (Ecology) Model Toxics <br />Control Act cleanup regulations (MTCA, WAC 173-340) and Ecofogy's Voluntary <br />Clcanup Program (VCP). <br />C. Ma�itime Trust Company (MTC), in conjunction with the Port, is redeveloping the Site <br />into a mixed residential, retail, commcrcial and light industrial development. The <br />redevelopment of the Site necessitates environmental cleanup to the degree necessary for <br />the sitc to conlbrn� to current environmental regulations, taking into consideration the <br />nawre of planned site uses. <br />D. Tiascd on previous field im�estigations, hazardous substances above MTCA soil cleanup <br />levcls for unrestricted site use for carcinogenic polycyclic aromatic hydrocarbons <br />(cPAHs), total pctroleum hydrocarbons (TPH) in the diesel and oil ranges, and heavy <br />metals arc known to exist in site soil. Details regarding past site im�estigations and <br />planned soil cicanup activities at the site are presented in the Cleanup Action Plan <br />(Exhibit A). <br />E. Generally, tlic Shallo�v Soil VCP Cleanup Action project includes, but is not limited to: <br />rcmoval of existing asphalt pavement in certain soil removal azeas; removal, stockpiling, <br />and reuse of a limited amount of clean base course material as excavation backfill <br />matcrial; excavation, handling, transport, and offsite disposal of contaminated soil and <br />debris; stonnwater management within and adjacent to the soil removal areas; utility <br />protection (and replacement as needed); excavation backfilling, and site restoration. <br />Personnel engaged in hazardous materials work shall be Hazmat, OSHA, and WISHA <br />certified. The e�tent of the shallow soil cleanup action under this Contract is sho�vn on <br />tl�e Dra�vings. <br />P. Previous Site reporis, including the Phasc I and Phase II ESAs (Landau Associates 2001 <br />and Landau Associates 2004), tlie Data Gaps Im�estigation Repori (Landau Associates <br />2005) a�id Supplemental Data Gaps Im�estigation Report (Landau Associates 2006), <br />were suUmitted to Ecology for review and comment. lt is the intent of the Pori and MTC <br />CIP No. 3-0-003-Og <br />100% Design Review Submittal <br />01011-1 Project No. PD-NM-2005-03 <br />
