Drawings for this work are curcently at the City for jurisdictional review and approval. This letter is to explore the possibility of allowing silty stortnwater runoff from the construction activities to discharge to the snnitary sewer on a temporary basis. The construction of the bulkhead will require excavation behind the bulkhead for a width of about 60 feet. This will allow for installation of a deadman and tieback system for the proposed bulkhead. Stormwater runoff from this excavated area will be collected within the limits of the excavation. Stormwater runoff from areas surtounding thc excavation will be intemepted and diverted around the excavation. Stormwater from other areas cuRently being conveyed through the current storm drainage system will be conveyed in pipes or with pumps and pipes, around or through the excavation area. The silty water contained in the excavation cannot be discharged to the adjacent receiving water without removing the silt. An altemative to silt removal is temporary discharge to the city of Everett sanitary sewer system. Please detertnine if temporazy discharge to the sanitary sewer system is feasible and what conditions you would require to allow such discharge. Below is a summarv of information that will assist you in determining the feasibility of this request. The project is being constructed in phases. Limited sections of the excavation will be open at a single time. Phases 1, 2, and 3 of the construction are anticipated to occur during times of limited rainfall (between June and October). Phases 4E and 4W anticipated during wet weather months are the smaller areas to be excavated.
