Reid iddleton <br />January 21, 2005 <br />File No. 242002.009 <br />Mr. Paul McKee <br />City of Everett <br />Public Works <br />3200 Cedar Street <br />Everett, WA 98201 <br />���uv� <br />; <br />JAN 2 1 2005 <br />C�permit Servces <br />Subject: Port of Everett, 14th Street Bulkhead Replacement <br />Temporary discharge of silt laden stormwater to sanitary sewer system <br />Dear Mr. McKee: <br />The Port of Everett proposes to replace the bulkhead at the 14th Street Marina. <br />Drawings for this work are curcently at the City for jurisdictional review and approval. <br />This letter is to explore the possibility of allowing silty stortnwater runoff from the <br />construction activities to discharge to the snnitary sewer on a temporary basis. <br />The construction of the bulkhead will require excavation behind the bulkhead for a <br />width of about 60 feet. This will allow for installation of a deadman and tieback system <br />for the proposed bulkhead. Stormwater runoff from this excavated area will be <br />collected within the limits of the excavation. Stormwater runoff from areas surtounding <br />thc excavation will be intemepted and diverted around the excavation. Stormwater from <br />other areas cuRently being conveyed through the current storm drainage system will be <br />conveyed in pipes or with pumps and pipes, around or through the excavation area. <br />The silty water contained in the excavation cannot be discharged to the adjacent <br />receiving water without removing the silt. An altemative to silt removal is temporary <br />discharge to the city of Everett sanitary sewer system. Please detertnine if temporazy <br />discharge to the sanitary sewer system is feasible and what conditions you would require <br />to allow such discharge. <br />Below is a summarv of information that will assist you in determining the feasibility of <br />this request. <br />The project is being constructed in phases. Limited sections of the excavation <br />will be open at a single time.
