'
'
July 30, 1997
HWA Project No. 96028
detaminadon of natural moisture conta►t, plasticity characterisdcs (Atterbag Limits),
' grain size distribution, and fiaes content (percent passing the U.S. Standard No. 200
sieve). Testing was conducted in general accordance with appropriate Americaa Society
' for Testing ari Materials (AS'I1vI) standarda, as discussed in Appendix B. The test results
are presented in Appendix B, or displayed on the boring logs in Appendix A, as
appropriate.
'
'
4.1 SuRr'ACF CONnrrlOtvs
4.0 SITE CONDITIONS
' The project site is located west of West Marine vew Drive, between 18th Strat and fhe
extension of 16th Sueet. The project site is specifically located within the wutheast
portion of Port of Everett's South Marina, immediately adjacent to the PoR Gardner
, Landing project. At the time of our field investigation in April 1996, the Port Gardner
landing project was under construction and existing gades to the south and east of the
proposed public access pier and moorage facility were being raised. Once the gades were
, raised, we understand that several structures, including a restaurant, hotel, and retail
building, were conswcted. Other improvemer': associated with the Port Gardner project
, included the construction of paved parking azeas, driveways, and sidewalks. We
understand that the new public access pier and moorage facility will be integrated with the
above-described improvements.
,
'
1
The Pott Gardner Landing project was constructed over a reladvely Iwel hydraulic Sll that
was placed between several eaRhen dikes. The proposed public access pier and moorage
facility will be constructed over and in front of the western-most dike. The face of this
dike has been surfaced with rip rap, to protected it against erosion from wave action.
4.2 GENERAL GEOLOGIC CONDITIONS
Geologic information for the project area was obtained from the map titled Geologic Map
, of the Everett 7.5 Minute Quadrtmgle, Snohomish County, Washington (Mtnard, 1985).
Since the base map for Minard's geologic map was propared prior to the placement ofthe
' hydraulic fill upon which the Port Gardner Landing project was consuucted, specific
geologic information for the project site is not shown. However, Minard's map does
, indicate that neaz-surface deposits in the vicinity of the project site consist of glacially
derived soils (glacial drift) that were deposited and overridden by one or more advancing
glaciers. Minard's map does not provide geologic information for offshore deposits;
' however, we anticipate that a mantle of estuarine deposits overlying glacial drift underlies
the offshore portion of the site.
II
96028RF.DOC
HONO WEST ASSOCIA7ES, INC.
