site. A wetpond will also be required to treat the stormwater from the project. Much <br />of the existing surface water runoff from the existing western parking areas on -site <br />will be treated in the wetpond. A final storm drainage plan must also conform to the <br />Washington Department of Fish and Wildlife Storm Water Management Guidelines. <br />10. A general regulation for Shoreline Permits within the City is that the placement of <br />structures on the shoreline site be completed in a manner which is least detrimental <br />to shoreline views and vistas. None of the proposed structures will exceed 35 feet <br />nor will any of them have an impact on residential views. All nearby residences are <br />located on a ridge at a significantly higher elevation than the proposed <br />development. <br />11. The regulations require that handling and storage of fuel, chemicals, oil, and other <br />substances with the potential for spillage in the adjacent waters have operation <br />procedures to hand!a potential spills. The procedures for spillage, as dictated by <br />State and Federal agencies, are acceptable to the City and will be applicable to the <br />proposed development. <br />12. A regulation for the Shoreline Permit is that a Landscaping Plan that is in scale and <br />harmony with the proposed structures be approved and that it provide screening <br />and buffering of the activities. The Applicant has indicated that the landscaping of <br />the site will be done in a manner that will provide vegetation screening of the <br />parking lot and landscaping buffers for the structures. <br />13. Public access to the area is required pursuant to the Urban Design Plan for the <br />Everett Harborfront adopted in 1987 and the Urban Harborfront Public Access Plan <br />adopted in 1989. With walkways along the water, public market, and the walkways <br />linking parts of the Everett waterfront, public access is provided that is consistent <br />with these documents. <br />14. The Applicant must prepare an Erosion Control Plan that will address the <br />stabilization of any exposed soils disturbed as part of construction activities. This <br />Erosion Control Plan and the Landscaping Plan will identify all signature trees to t.,e <br />placed along Marine View Drive. <br />15. In addition to the General Regulations for the Shoreline Permit, specific re,2ularions <br />are set forth in the Everett Shoreline Master Plan which must be satisfied. T;ie <br />specific regulations relate to the various uses as proposed by the Applicant, <br />including the commercial use and development, the archaeological and historical <br />disruption, outdoor advertising, piers, and utilities. <br />16. The Everett Shoreline Master Program requires that all Shoreline Permits contain <br />provisions that require the Applicant to no.ifv the City if archaeological data is <br />uncovered during development of the project. This requirement is a condition of the <br />recommended approval of the Shoreline Permit. <br />
