17. In the Everett Shoreline Master Program, priority is given to commercial <br />developments that are located in areas that are currently served with roads and <br />L es. Such is the situation with the instant request. <br />18. Requirements are that commercial development within 200 feet of the ordinary high <br />water mark must be water dependent and provide public access, visual and <br />pedestrian. The City has determined that commercial uses, including the hotel and <br />travel accommodations and the commercial entities, are water related in the sense <br />that they provide a water accessibility and public access to the waterfront within the <br />City of Everett. <br />19. At the public hearing testimony was received from a witness (Michele Hoverter) who <br />testified that the proposed hotel was inappropriate and was not a water related <br />activity. She submitted that a marina -type business was more appropriate for the <br />site. The witness contended that the proposed hotel is commercial and does not <br />provide the water related activities as envisioned in the Everett Shoreline Master <br />Program. <br />20. The proposed structure will not be developed over water. It will be developed on <br />land but within 200 feet of the high water mark. <br />21. Approximately 240 parking spaces are proposed for the project. The parking <br />spaces satisfy the City's parking requirements. Testimony was received, however, <br />that the 240 parking spaces are inadequate because of the intense use of the <br />subject property. Additional parking should be provided according to various <br />witnesses. <br />22. The Applicant indicated that a number of parking spaces were eliminated from the <br />original proposal in order to provide landscaping and space for the proposed public <br />market. <br />23. The proposed public market will be a pilot program in which individuals will be able <br />to sell their fish catch on -site. It is not known if it will be successful. However, the <br />proposal is part of the project in order to provide a greater public accessibility to the <br />activities of the waterfront. <br />24. Signs which blink, flash, or have changing images are prohibited. A detailed Sign <br />Plan will be submitted prior to issuance of any sign permits. The proposed signs <br />will be reviewed by the City and must be consistent with the specific regulations of <br />the Shoreline Master Program. <br />25. All piers and docks on -site must be designed and constructed to enable emergency <br />equipment to reach surface areas of the piers. Water dependent related piers will <br />be permitted in an outer harbor line. Restrictions on the piers will be included as a <br />condition for the Shoreline Permit to regulate floating platforms for barge off- <br />loading. As of the time of the proposal, no such barge off-loading was proposed. <br />0 <br />
