2. The subject property is reviewed pursuant to the City of Everett Shoreline Master <br />Program. The City of Everett Shoreline Master Program designates the subject <br />property as Urban Developed and Redeveloping. The proposed uses are permitted <br />in an Urban Developed and Redeveloping designation. <br />3. The proposal has been reviewad pursuant to the Shoreline Act of the State of <br />Washington; WAC 173-19-001 at seq.; and the City of Everett Shoreline Master <br />Program. The proposal is consistent with the criteria as set forth in these <br />documents. <br />4. The proposed project is within 200 feet of the Puget Sound and will involve <br />improvements that exceed $2,500. The project is subject to shoreline review. <br />The proposal creates commercial and recreational facilities. The commercial <br />facilities include the hotel and assorted businesses that will be located on the <br />commercial development on -site. The recreational facilities include the walkways <br />for the access of the public to the waterfront and the connecting of walkways <br />throughout the waterfront. In addition, a public market is proposed that serves both <br />commercial and recreational needs of the community. <br />6. The development on -site will be consistent with the general regulations for the <br />Urban Developed and Redeveloping designation. The proposal will also be <br />consistent, with the Waterfront Commercial zoning standards of the City of Everett. <br />The specific regulations regarding the development for commercial and recreational <br />use of the waterfront are set forth in the Everett Shoreline Master Program. The <br />specific regulations have been addressed in the findings of this document. With <br />conditions, they are satisfied. <br />S. No visual impacts of the proposed development will result to other properties in the <br />area. In addition, adequate landscaping will be provided to create a positive <br />aesthetic: impression of the waterfront. <br />9. The parking, as proposed by the Applicant, is reasonable and satisfies the City of <br />Everett'!; standards. <br />10. The hotel and the various businesses associated with it are considered water <br />related businesses. The hotel will be designed in a manner in which residents of <br />the facility will be able to aesthetically enjoy the waterfront and the views from the <br />waterfront. They will also provide an area for the public to use the waterfront for <br />commercial purposes while also enjoying the walkways. The hotel is a water related <br />use. <br />9 <br />
