Those in
attendance were im Geniesse, [arl Torgeson, Ray Stephanson, Bud Simpson, and
Tanis Marsh. Those absent were Bob Hummel and 7ohn Friel.
DISCUSSION ITEM 1: SHORELINE PERMIT - fARINA VILLAGE
Uennis erickson reviewed this project and stated that it had gone through the
Shoreline Permit process. The commercial area has been expanded to
approximately 60,000 square feet from the 30,000 square foot proposal in the
original presentation to the Commission. The proposed expansion was covered by
the original shoreline permit which provided 2.7 acres for the Mar:na Commercial
Village and 1.7 acres \Aarina commercial dev..lopment.
John Belford, Director of the Port of Everett, stated that the Port was very
pleased with the progress of the Village.
Jim Going, an owner/developer of the larina Village, stated that the reasons for
the expansion were that they believed the new plan would attract.more people and
hold them there, and this would create a destination spot for out-of-towners, etc.
Dennis explained that this presentation tonight was for the Commissior to see the
evolution of the project and note if they wanted to take issue with the original
intent before construction begins.
DECISION ITEM 1: PARSONS SHORELINE PERMIT
Gerry Ervine reviewed this proposal with the use uf slides. The propo:;alis located
at the Norton Marine Terminal and encompasses 60 acres. The project is to
construct facilities for assembly of modules for gas conditioning units to be shipped
by barge to Prudhoe Bay, Alaska.
The normal maximum height of the modules is I00 feet, and there is a potential for
two shifts.
(John Friel jained the meeting - 8:00 p.m.)
Gerry outlined changes in the 5taff Report from those in the Commission's packet:
Findings /18: "A more detailed traffic analysis is necessary to determine
specific improvements necessary to accommodate traffic
generated by Parsons." (Third paragraph of this Finding)
Finding l/11: Parkin
The 4.5 acre site designated +.or parking at the east end of the
marina project should e fully paved to minimize dust during
summer months. Also since this area is aeljacent to the entrance
to both the Marina Commercial Village and the Marina, and is a
public space, the north, east, and west sides of the sit : should be
fully landscaped in accordance with the Plan dated 7uly 7, 1981.
(See File SMA 6-77)
