Findin s <br />L Comorehensive Plan <br />a. The controlling planning document for guiding waterfront development is the <br />City of Everett Shoreline Plan (SbiP) adopted in I976. The policies of :he <br />1967 and t972 plans were taken into account in [he de�elopment ot the 5\tP. <br />S. The SM17P designates the z•ea az an Urban Environment wiih hiph priority for <br />water-dependmt/water-rcla[ed activity, along with inaeazed puSlic access <br />opportunities (see Sh1P III 3 8c 41. The provased activity is permitted within <br />tht Urban Fsvironment. <br />2. Zonin <br />Existing zoning is M-t, Heavy '.13nufac:uring. However, the Sasic �nandamry <br />requ'vements and regulations are contained in the Use Regulation Section ot :he <br />SIdP IV-1 to S3. <br />3. Location <br />The 60 acre site is a previously tilled area known as the Norton Avenue Terminal, <br />located between I6th and 2lst Stroet �+�est ot Norton Avenue. <br />4. Project <br />a. Prctabricated maierials, induding struttural steel, piping, vresels, pumps, <br />mators, and electrical equipment would be shipped in by rail, road, and sea <br />tor assembly at the sitt. <br />b. Tht modules (some weighing 2,000 tons) have typicxl dimensions ot 50 feet by <br />_ !SO feet, with a norrnal maximum height o[ l00 feet. <br />c. At each module assembly locacion, concrete pads will be placed to support <br />Ne module Cases. `:ach location will be pnvided with underground water, <br />air, electricity, and 6rainage system. <br />d. The assembly operation involves erection o[ a tramework and installa[ion ot <br />various materials and equipment, primarily by welding and bolting. The <br />entire auembly is then covered with prefabricated insulated siding. <br />e. ��:�lules are transporced trom the assem6ly location to the barges by use of <br />larqe crawk� iransporters. Approzimately 10 barges per year holding 6 <br />modWca. each will be shipped to Alazka during S1ay and :une. <br />Permanent struCtures: <br />Permanent struaures to be huilt on :ne si[e will incluCe: approximately 93,000 <br />square teet o[ warehousing and otfice space; a+,000 square (oo[ weiding shop, and <br />approzimately l0 5,000 square toot portable str�ctures :or use as a change house <br />fcr cratt pe-sonnei.
