38. Construction noise is to be mitigated with properly sized and maintained <br />mufflers, engine intake silencers, engine enclosures, turning off equipment when <br />not in use, and confining activities to daylight hours. Particularly noisy <br />dquipment shall �e shielded by temporary attenuation barriers. Substituting <br />hydraulic or electric models for impact tools such as jack hammers, rock drills, <br />and pavement breakers should also be done when feasible to reduce <br />construction noise. Scheduling the noisiest construction operations to occur <br />during the times of highest ambient noise must be done to mirnmize the impact <br />to adjacent properties, even if . ctual equipment noise is unchanged. <br />39. Barges delivering aggregate to this site must be equipped with wooden, fiber- <br />reinforced concrete, or asphalt deck surfaces for wear and noise reduction. <br />40. A"sound guard" bumer must be used in the batch plant as it is quieter than <br />other commercially available burners. <br />41. The dryer dn�m must be fuily insulated to reduce heat ioss and noise. <br />42. All production equipment shall be enclosed within a structure to reduce noise <br />impacts to neighbors. <br />43. Signs advising truck drivers of neighbors' concems about truck noise are to be <br />placed in prominent locations on the site. The language contained on the signs <br />must be reviewed and approved by the Planning Department prior to issuance of <br />Buiiding Permits, and the signs must be mstalled on-site prior to occupancy of <br />the site. The signs shall encourage no rewing of engines and the use of proper <br />muffler devices. <br />44. The Applicant is required to pay a mitigation fee in an amount equal to $80 <br />dollars for each trip that would be produced within a 24-hou� period ($16,000) <br />per the City's Interim Traffic Mitiga;ion Ordinance. <br />45. The Applicant must develop appropriate signing at the entrance of the site to <br />promote awareness of the potential conflict belween site users and the <br />pedestrianslbicyclists using the public access improvements along West Marine <br />View Drive. The proposed language must be rewewed and approved by the <br />Planning Department and the signs installed prior to issuance of Building <br />Permits. These signs shall be placed in an open, obvious, and visible place. <br />46. The Applicant shall provide a 250 foot extension to the five iane configuration at <br />the west end of the Alverson Bridge to provide a northbound left tum pocket into <br />the proposed site. In addition, the access point will be moved approximateiy 80 <br />feet to the north and defined with curb and gutter. <br />47. All parties shouid use established procedures to avoid and report gear/vessel <br />conflicts. <br />
