-�, <br />18. The public acce�s improvements proposed by the Applicant along West Marine <br />View Drive will enhance recreational access to the shoreline and waterfront area <br />in general. Frontage improvements must include installation of curb and gutter <br />along 1:100 feet on the west side of the roadway, a meandering ten-foot paved <br />pedestnaNbicycle pathway that would connect with the existing pathway to the <br />south and the pathway being constructed as part of the Aiverson Bridge <br />improvements to the north, and a landscaping strip between the pathway and <br />curb line (s�e Figure 4 DEIS). Basic improvements, including irr�gation, <br />vegetation and signing in the planting strip, shall also be provided by the <br />Applicant a� required by the Public Works and Parks anJ Recreation <br />Departments. <br />19. If any possible archeological data is uncovered during the excavation or <br />development of this project, the Applicant must immediately stop work, until all <br />necessary analysis is completed, and notify the City of Everett Planning <br />Department at 259-8731. Failure to comply with this condition shall be <br />considered a violation of the shoreline permit. <br />20 Piers and docks shall be designed and constructed to enable emergency <br />equipment, vehicies, and personnel to reach all surface areas of the pier. <br />21. The proposed water-dependent pier will be permitted to the Outer Harbor Line. <br />22. AII activities within 200 feet of the shoreline must be water-dependent. <br />23. All utilities serving this site shall be placed underground. <br />24. Additional electric distribution lines may need to be constructed from existing <br />transmission lines to the site and a dedicetQd transformer would also likely be <br />needed. All costs associated with line extensioNconnection, transformer rental, <br />and/or relocation of PUD facilities would be borne by the Applicant. (EIS <br />Addendum) <br />25. The Applicant shall provide all required improvements on West Marine View <br />Drive. The City of Everett wiil review and approve all access modifications and <br />roadway improvement plans, inciuding driveway relocations, along West Marine <br />View Drive. (EIS Addendum) <br />26. Soil settlement and possible effects on utilities must be mitigated by designing <br />critical lifeline facilities with restrained joints, flexible couplings to the structure, <br />and other features considered appropriate to maintain flexibility. A 50 foot <br />setback from the top of slope must be maintained for any settlement-sensitive or <br />critical facilities, in cx�nsideration of possible slope instebilit�• caused by <br />IiquefactEan. Seismic design shall be based on a magnitude 7.5 earthquake. <br />27. Prior to site grading, any site surface water runoff or groundwater seepage must <br />be collected and routed away to a proper drainage to facilitate earthwork and <br />site construction. All building, pavement, aggregate stockpile areas, and areas <br />to receive structurai fill shall be cleared of ail vegetation, asphalt, and other <br />deieterious materials. <br />
