The fence nlong Mar.ine View <br />IIrive will be u wall that will contain panels that reflect the <br />neighborhood and provide identity. The area i�nediately in front of <br />some of [he panels of [he wall may not be landscaped in order to <br />preserve the aesthetic quu'3ty of the wall. <br />On the south side of the proposed site it is the intent of the Applicant <br />cu put groundcover and shrubs. Because this area is small and adjoins a <br />park, excessive vegetation may limit the utility of the small park. <br />Th� Applicant's landscaping representative submitted that che <br />recommended candition for Sargent Cherry trees With 15 foot centers may <br />create a"picket fence" appearance. The witness requested discretion <br />and flexibility for the exact type of landscaping. <br />15. One of the main concerns of the City of Everett was the amount of noise <br />to be generated from the site. The City expressed concer❑ about <br />maintaining the noise level at its curreut decibel readings. <br />16. <br />17. <br />18 <br />The Applicant submitted testimony that the worse case scenario with all <br />of the ttansformers operating at the reconstructed site will result in a <br />decibel reading of 50 dBA on the first story of the nearest residence <br />an3 53 dBA on the second story. This sound level of SO to 53 dBA is <br />beloN the existing 59 dBA at t`.e same location as meusured by the <br />Applicant. <br />Pursuant to the State Environmentul Policy Act, Snohomish County PUD was <br />the lcad agency. An Environmental Checklist was reviewed by the City oE <br />Everett and based on this Checklist and the review, a'inal <br />Determination of Non-Significance was issued on October 3, 1989. It was <br />determined that the proposal would not have any significant adverse <br />environmental impacts and that an Environmental Impact Statement waa not <br />required. <br />The existing su6station design will accommodate the expansion of the <br />West Marine View Drive and will reault in the site being moze narrow <br />than the original substation. The improved roadHay rrill provide better <br />ingress and egress to the Navy Dase. The restructured substation will <br />imorove the electricaJ. distribution for this portion of the City of <br />Everett. <br />i <br />'.� � 15. The storm drainage of the site will be reviewed by thr_ Department o <br />I�_� En�ineering of the City of Everett. A method of controlling oils and <br />l other contaminuting fluid spills will be reviewed and must be apProved <br />- by the City prior to a❑ Oce��pancy Permit being issued. <br />
