1 <br />FINAL DECLARATION OF NON-SIGNIFICANCG //80-52 <br />Description of Proposal <br />The proposed action is the issuance of Non-Contorming Use and puilding permits to allow the <br />remodeling of a 3G-unit 3-story apartment building. Tlie following factors were considered <br />and the listed requirements were placed on response to comments submitted during our review <br />of an environmental checklist for this proposal: <br />1. The site is zoned C-1. <br />2. The existing brick building is currently vacant and somewhat deteriorated and will be <br />restructured internally, creating four stories where three high-ceiling stories now exist. <br />Windo�vs and dooc ways �vill also be repositioned. Total floor area would incrcase from <br />approximately 10,000 sq. ft. to 13,680 sq, ft. <br />3. A structural analysis must be reviewed and approved by the Fire and Building Departments <br />prior to the issuance oi building permits. <br />4. The proposed usc of the sitc is a legal non-conforming use. Building permits �,vill not <br />be is'sued prior to approval of a revised non-conforming use permit for the site, and all <br />coriditions must be complied with by the applicant. <br />5. A small ��acant area north of tlie building shall provide a minimum of S parking spaces, <br />which will reduce ihe parking deficiency for the proposal. <br />6. The building is listed as of state historical significance in�A Survev of E��erett's Historical <br />Properties. No major modifications of the building facade will occur. <br />7• A 4" sewer service presently extends down the right-ot-way of �orton Ave. A sewer <br />main extension is requircd so that the property fronts on a sewer main. <br />8• Participation in the program to fund the north end sanitary sewer interceptor is required <br />at $143 per unit. <br />�• Existing street improvements are not adequate and standard street improvements arc <br />required along thc frontage of the site in conformancc with C_ty ordinances. <br />10.
