"1 <br />-, <br />FINAL DECLARAT[ON OF NON-SIGNIF[CANCE <br />SEPA /i 82-23 <br />This Final Declaration of Nonsignificance shall erpire one year from <br />date of issuance unless a completed Suilding permit application has � <br />, been submitted within that time. A request for a one year extension of <br />this Final Declaratie� of Nonsignificance may be made to the Pianning <br />Director prior to the expiration date. <br />Description of Proposal - The propo;ec action is the issuance of E3uilding permits to allow <br />the remodeling of an existing vacant three story structure. The following factors were <br />considered and the listed req�irements were placed in response to comments submitted <br />during our review of an Environmental Checklist for this proposal: <br />�• The site is zoned C-!. The eristing structure has been stripped of its erterior brick <br />and is deteriorated, and in its existing condition it represents a hazard. The three <br />story building has approximately 3,600 square feet per floor, wiih a total of <br />approximztely 10,000 square feet. <br />?• The proposed use of the building would be retail or, the first floor, professiona! <br />office on the second floor, and residential (4 units) on the third floor. <br />3• A previous proposal for this site was reviewed as SEPA //80-52 (Johnnie Griffith). <br />4• A small vacant area north of the building shall be utilized to provide parking of <br />approximately 3 spaces. <br />5• Detailed drawings shal! be submitted to the Public Works Department showing site <br />parking layout, landscaping, utilities, storm drainage, temporary construction <br />erosion control and all required improvements in the public right-of-way. Public <br />Works Department approval of these drawings is required prior to any pe; mits being <br />issued. A11 improvements shal! be completed, approved and warranted before the <br />Occupancy Permit is issued. <br />6. Full standard improvements are required to alley from driveway entrance north to <br />the south edge of the Grand Ole Market Place Bldg. <br />�• City streets and alley are to be kept clear of dirt and debris at all times during <br />construction. Dust suppression and street cleaning must occu; as directed by the <br />Public Works Inspec[or. <br />s• During construction, all truck traftic to and from the site within the City of Everett <br />shall be on arterial streets unless otherwise approve.i by the Public Works <br />Department. <br />9. <br />!0. <br />ll <br />Sewer main must be extended from the main on Hewitt Street North on No: ton <br />Street with a new 6-inch service connection to the building. <br />Participation in the cost to fund the Northend Sewer Interceptor is required. The <br />approximate cost based on the preliminary information provided is $.0891/sq, ft. of <br />retail use, $.162/sq. ft. of office use and $.O172/sq, ft. of warehouse use. <br />Storm sewer must be installed in the parking area to City Standards. <br />J <br />�i <br />
