To minimize excessive light and glare, all exterior <br />lighting shall be directed downward onto the site and <br />away from adjacent properties and public rights -of -way. <br />19. Screening must be provided for all outdoor refuse <br />disposal areas. <br />20. Construction or substantial progress toward construction <br />/ of a project must be undertaken within 2 years after <br />final approval of the permit, and completed within 5 <br />years. If the project has not been completed in this <br />time span, the permit will be reviewed by the Planniig <br />Department who will do one of the following: <br />extend the permit for one year, or <br />terminate the permit. <br />21. The Applicant shall not have outdoor P.A. systems on <br />IJsite unless it can be shown that the decibel level of <br />such systems will not exceed the noise standards for <br />residential zoned property of the City of Everett. Driscoll <br />The decision on this application has been made by the Hearing <br />Examiner based on the authority granted in Ordinance 692-80 as <br />amended. It is final unless the following procedure is <br />followed: <br />1. An aggrieved party has filed a written request for <br />reconsideration to the Hearing Examiner within ten (10) <br />working days of the Hearing Examiner's decision. It is <br />the discretion of the Hearing Examiner to grant or deny <br />reconsideration. The final date for reconsideration is <br />July 2, 1907. <br />2. Within ten (10) working days after the Hearing <br />Examiner's action on the reconsideration, the aggrieved <br />party files a written appeal with the City Clerk's <br />office. <br />If appealed properly, the matter will be submitted to the <br />Everett City Council for further consideration. <br />
