The City has recommended south <br />t. <br />to prevent further filling and the a of the <br />property line must be fenced on 5 <br />parking lot, west of West Marine View Drive to the <br />Applicant's west property line. (Ervine testimony) <br />12. The Applicant indicated that some of the fill on site <br />included heavy concrete block. Some of this fill <br />material will be used for grading and fill on site. <br />(Schack testimony) <br />13. The Everett Police Department submitted various. <br />recommendations with regard to security. These <br />recommendations are set forth in the Findings to the <br />staff report, exhibit 1. (exhibit 1) <br />14. A Witness, Wescott, testified to be owner of property on <br />a ridge east of the proposed project site. The Witness <br />was concerned about the type of construction that will <br />occur and the increased commercial and industrial <br />activity on the waterfront. in particular, she was <br />ll be <br />concerned about the amount of noisethat <br />(Wescott <br />generated from the manufacturing plant. <br />testimony) <br />15. The Witness (Wescott) testified that there is some wild <br />life in the area and that eagles and herons have nests <br />on the ridge. The Witness was informed that none of the <br />ridge will be used for construction, and, the eagles' <br />nests will not be disturbed. (Ervine testimony, Wescott <br />testimony) <br />16. The Everett Planning Department recommended approval of <br />the Shoreline Substantial Development Permit subject to <br />20 conditions as set forth in the staff report. (staff <br />report) <br />rQkaluONS <br />1. The application is for the approval of a Shoreline <br />substantial Development Permit per City ordinance <br />#723-80 for property located on West Marine View Drive <br />in the City of Everett, Washington. The specific <br />request is for the construction of a 16,500 square foot. <br />building for manufacturing purposes on the northwest <br />corner of lOth Street and West Marine View Drive in the <br />city of Everett, Washington. <br />
