The proposed <br />use is an allowed use for this designation. <br />7. The proposed use will encourage development within an <br />already developed area. <br />S. The Applicant has agreed to straighten and realign the <br />road to the boat launch facility southwest of the <br />subject property. With this construction, public access <br />to the water will be encouraged. <br />9. With the proposed landscaping of the parking strip and <br />the property in general, the proposed activity will not <br />adversely affect adjacent properties. <br />10. The proposed facility will nuL be disruptive to the <br />community and will have serious impacts on the <br />environment because of noise, visual impact, dust, <br />light, or other environmental factors. <br />11. The general regulations of use activities for Urban <br />development have been reviewed and with conditions the <br />proposal will satisfy these regulations. <br />12. Because of the Lide lands north of the subject property, <br />any commercial use of the waterfront in this area is <br />prohibitive. Thus, the proposed commercial development <br />will be able to best utilize the subject property in a <br />manner that will not be detrimental to the shoreline of <br />the City of Everett. <br />Based upon the preceding Findings of Facts and Conclusions, the <br />testimony and evidence submitted at the public hearing, and <br />upon the impressions of the Everett Hearing Examiner of the <br />site view, it is hereby ordered that the requested Shoreline <br />Substantial Development Permit for the development of the <br />northwest corner of lOth Street and West Marine View Drive in <br />the City of Everett, Washington, is granted subject to the <br />following conditions: <br />1. The project suall be developed per the site plan <br />submitted March 27, 1987, and admitted as exhibit 2 to <br />this hearing. Any deviations from the site plan must be <br />reviewed by the Everett Planning Department. <br />
