� <br />CITY OF EVERETT <br />PLANNING DIRECTOR DECISION <br />Revlew ProCess II #01-023 <br />December 6, 2001 <br />DESCRIPTION OF PROPOSAL: The proposal is for the construction of a fourplex with a <br />modification of the multiple family design guideline for interior side landscaping. The <br />proposal would provide a 26' long pathway within a portion of the required 5' landscape <br />strip along both the north and south property lines. Marine View Drive <br />R-4, Multiple Family High Density <br />1.7, Multiple Family, 30-50 Dwellings per gross acre <br />Becky Fauver Phone: (425)257-8731 <br />Section 19.15.010.D of the Everett Municipal Code (EMC) states that "An applicant may <br />propose and the Planning Director (using Review Process II) may allow an applicant to <br />deviate from certain development standards and/or Multiple Family Design Guidelines <br />provided the proposal satisfies the evaluation criteria contained in subsection 15.O10.D.3 <br />of lhe Everett Zoning Code." <br />Fi�idings and Conclusions: <br />The following findings and conclusions are based on the criteria established in Section <br />15.010.D.3. of the Zoning Code — Modification of Multiple Family Design Guidelines : <br />The unique characteristics of the subject property andlor its surroundings and <br />how they will be protected or enhanced by modifying the development <br />standards or design guidellnes. <br />Findin9: The subject property is zoned R-4 Multiple Family and is currently <br />undeveloped. The properties to the north, south, and west of the site are also zoned <br />R-4. The property to the east of the site is zoned C-1 General Commercial. The <br />site slopes gently from west to east, and is currently overgrown with weeds, and <br />brush. <br />Conclusion: The development of the property should improve the aesthetic look of <br />the area. The proposed modification will allow for access to be gained to the sides <br />of the structure. The landscaping commonly placed in this area will be provided for <br />along the properties frontage on W. Marine View Drive, as well as along the front of <br />the proposed building. <br />
