� <br /> The Planning Directcr approved the stream alteration based upon the following: <br /> 1. To access the proposed 22 unit apartment complex as shown on the attached site <br /> plan, the 24 feet of roadway is required by the Fire and Public Works <br /> Departments. This requires extending the culvert an additional 14 feet to provide <br /> the 24 foot wide width. This amounts to approximately 70 square feet loss of <br /> strear� channel and buffer. <br /> 2. Pigeon Creck No. 1 flows within a ditch. A parking lot is located approximately <br /> five feet to the west of the stream. The vegetation on the west side of the stream <br /> has been recently removed. <br /> 3. The enhancement plan will improve the functional values of the buffer and the <br /> stream. The proposal includes enfarging a portion of the stream cuannel, <br /> increasing the buffer width on the east side of the stream, removing trash, debris, <br /> and Himalayan blackberry, and revegetating all disturbed areas within the buffer <br /> with native��egetation. The edge of the buffer will be fenced and signed to provide <br /> protection for the buffer. <br /> The applicant or an owner of property located within 300 feet of the subject property may <br /> appeal this Planning Director's determination. Any such appeal must be filed within ten <br /> (l0) calendar days of the date specified below. Appeal forms are available from the <br /> Planning Department and must be submitted along with the required 6ling fee.
