Dutch Bros. Coffee Stormwater Site Plan Everett, Washington <br /> • Water Permit <br /> These permits will require approval by the City of Everett Planning Division or Public Works, as <br /> applicable. <br /> Section 8- Permanent Stormwater Control Plan <br /> A. Off-site Analysis <br /> Stormwater discharges from the site into the City of Everett combined sewer system <br /> via the flow control structure located in the northeast corner of the site. <br /> Per information provided by the City of Everett, the combined sewer system conveys sewage <br /> and stormwater to the Everett Water Pollution Control Facility (EWPCF). In the past, all EWPCF <br /> discharge was to the Snohomish River, but since 2005, all treated wastewater discharges to a <br /> marine deep-water outfall in Port Gardner Bay, shared with the City of Marysville. <br /> There is no visible evidence of drainage problems on or near the project site. Additionally, per <br /> discussions with the City of Everett there is no record of significant flooding or drainage <br /> complaints within 1/4 mile of the project site. The proposed improvements will match the <br /> developed peak flow runoff rate to the existing, therefore there are no predicted combined <br /> sewer overflow problems. <br /> B. Pre-Developed Hydrology <br /> As this site will disturb less than an acre of land and is not part of a larger common plan of <br /> development or sale that will disturb an acre or more of land, the pre-developed conditions <br /> shall be the existing conditions, as defined in the CESMM. <br /> The existing site does not include a storm drainage system as it is undeveloped. Due to the <br /> existing grades, the majority of stormwater runoff sheet flows in a northeasterly direction <br /> towards the southwest corner of 22nd St. & Broadway, where it enters the City of Everett <br /> combined sewer system. A smaller portion of runoff sheet flows east towards Broadway and <br /> into the City system as well. See Exhibit 1 in Appendix A for a depiction of the existing <br /> conditions.
