The Council directed staff and <br /> consultants to consider zoning boundaries, permitted uses, development standards, design guidelines, parking <br /> management, and other matters, in order to shape redevelopment in downtown. The downtown planning <br /> process included substantial public participation in the preparation of land use concepts, transportation <br /> strategies, parking management, streetscape improvements, open space policies, historic preservation <br /> incentives, review and revision of zoning boundaries and zoning regulations, and other implementation <br /> actions. The attached ordinance will amend the Comprehensive Plan policies and Land Use Map by the <br /> adoption of the Downtown Plan as a subarea plan of the comprehensive plan. <br /> A separate notebook of background materials related to the downtown planning process has been provided to <br /> the City Council office. <br /> RECOMMENDATION (Exact action requested of Council): Adopt Ordinance amending Ordinance No. <br /> 2021-94, as amended, adopting the 2006 Downtown Plan as a Subarea Plan of the Growth Management <br /> Comprehensive Plan of the City of Everett, as set forth in Exhibit 1, and Amending the Land Use Map as set <br /> forth in Exhibit 2. <br /> 35 <br />
